MPA 397 OE Disaster Recovery Services

The State of Rhode Island is seeking qualified vendors for MPA 397 Open Enrollment to provide comprehensive disaster recovery and restoration services. The scope of work covers a wide range of emergency scenarios, including natural disasters such as floods, hurricanes, and earthquakes, as well as hazardous material spills, infrastructure failures, bio-terrorism, and critical IT failures. Services include mobilization, building and site stabilization, content restoration for electronics and machinery, and emergency construction. Vendors must be capable of providing 24/7 availability, responding telephonically or in person within one hour of notification, and arriving on-site within four to twelve hours depending on the emergency status. A written scope of work must be delivered within 24 hours of the site assessment. To be eligible for the qualified vendor list, applicants must pass a evaluation based on their qualifications, experience, organizational capabilities, office locations, and valid Rhode Island contractor registration. All work must adhere to IICRC standards, and contractors and subcontractors must hold the appropriate IICRC certifications. Pricing is determined using Xactimate software, with profit and overhead markups capped at 10 percent each. The contract mandates compliance with the Occupational Safety and Health Act of 1970 and Rhode Island prevailing wage laws, including mandatory OSHA 10-hour certification for construction projects exceeding 100,000 dollars. Initial responses are due by October 15, 2026, with subsequent reviews occurring quarterly through November 30, 2028.
