Counseling and Parent Education Services

The County of Orange Social Services Agency is soliciting applications from private organizations, agencies, and public institutions of higher education to provide Counseling and Parent Education Services (CPES). These services are designed for families with children who are at risk of or have a history of child abuse, maltreatment, or neglect. The scope of work includes individual, conjoint, family, and group counseling, anger management, and parent education classes, with optional specialized sexual abuse counseling. Services must be delivered by California licensed professionals, including MFTs, LCSWs, LPCCs, and Clinical Psychologists, and must be available in English, Spanish, and Vietnamese. The contract term is scheduled to run from July 1, 2027, to June 30, 2030, with the possibility of a two-year renewal. The total estimated funding for all selected providers is 3,780,000 dollars over three years, though the County does not guarantee a specific number of referrals. Performance is measured by strict outcome objectives, including a requirement that 80 percent of clients achieve their treatment goals and 85 percent begin intake assessments within 30 days of referral. Payment is based on a fixed unit price schedule, such as 155 dollars for full intake interviews and 120 dollars per counseling session. Applicants must submit electronic responses via the eProcurement Portal by October 26, 2026. Evaluation is based on a scoring system across three categories: Counseling Services, Parent Education Services, and Sexual Abuse Counseling Services, with a passing score of 350 out of 500 points required for each. Selected contractors must maintain a comprehensive Quality Control Plan, adhere to NIST 800-53 cybersecurity frameworks, and comply with various federal and state non-discrimination laws and the Welfare and Institutions Code.
