AI Contract Overview

The original Counter-Networks and Illicit Trafficking Program and Operations Support initiative is being restructured and renamed as the Rapid Response/Irregular Warfare (RR/IW) program. Unlike the initial plan for a single large $5 billion MAIDIQ contract, the restructured program will feature several smaller contracting vehicles. No additional amendments to the original Request for Information (RFI) related to this earlier program will be issued. Draft solicitation documents reflecting these changes are currently in preparation and will be released for review soon. Future contracting opportunities under this new RR/IW program will be officially advertised through FedBizOpps by the Naval Air Systems Command (NAVAIR) and will include the RR/IW designation in their titles. The program is managed by the Naval Air Warfare Center Aircraft Division, located at Joint Base McGuire-Dix-Lakehurst, New Jersey. Interested parties are directed to contact Barbara J. Petrzilka for more information. This restructuring marks a shift toward more flexible, targeted contracting approaches in support of counter-network and illicit trafficking operations within the Department of Defense.

General Info

Counter-Networks program restructured to multiple smaller contracts under RR/IW, managed by NAVAIR.

AFLCMC Armament Directorate Rapid Response (ADRR) Commercial Solutions Opening (CSO) for Innovative Execution
Solicitation # FA8682-24-C-S001
The Air Force Life Cycle Management Center Armament Directorate at Eglin Air Force Base, Florida, is utilizing the Armament Directorate Rapid Response Commercial Solutions Opening for Innovative Execution as an umbrella competitive solicitation to acquire innovative commercial products, technologies, and services. This vehicle, governed by 10 U.S.C. 3458 and DFARS Subpart 212.70, is designed to rapidly develop novel weapons capabilities through the use of digital engineering, agile software, and open system architectures. The CSO does not commit the government to any specific contract or funding but establishes a framework where specific requirements are posted as Spirals. These Spirals may result in awards via FAR Part 12 contracts or Other Transaction agreements under 10 U.S.C. 4022. The current closing date for the CSO has been extended to June 4, 2027. Technical areas of interest include digital engineering and modeling, software infrastructure such as DevSecOps pipelines, and hardware design and testing. Past and current Spirals have addressed programs such as the ERAM program, Lugged Affordable Cruise Missile, Counter-Air Missile Program, and the Family of Affordable Mass Missiles Beyond Adversary Reach. Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with price assessed to ensure it is fair and reasonable. Award eligibility requires registration in the System for Award Management and the Wide Area Workflow system for milestone-based invoicing. The government maintains strict security requirements, including the protection of Controlled Unclassified Information and prohibitions on specific foreign software and hardware.
