AI Contract Overview

The Defense Threat Reduction Agency awarded a cost-plus-fixed-fee contract to ARA for the development and maintenance of counterforce and defensive planning capabilities. This effort supports the Counterforce Systems Division in protecting the United States and its allies from chemical, biological, radiological, nuclear, and high explosive threats. The work focuses on critical analytical models and software tools, specifically the Integrated Munitions Effects Assessment, the Underground Targeting and Analysis System, the Warfighter Wizard, and the Vulnerability Assessment and Protection Option. Due to the highly specialized nature of the software and the complexity of a combined codebase exceeding 3 million lines of code, this was a non-competitive, sole-source award. The cost-plus-fixed-fee structure was utilized because the inherent uncertainties of research and development made fixed-price estimation impractical. ARA was selected based on its unique capabilities and its history as a logical follow-on provider for these long-term, complex engineering projects.

Full Description

The Defense Threat Reduction Agency (DTRA) assists in protecting the US and its allies from Chemical, Biological, Radiological , Nuclear, and High Explosive (CBRNE) threats. An important part of this assistance is provided by the Counterforce Systems Division (CXS) through development of counterforce and defensive planning capabilities. These capabilities are delivered to the warfighters through analytical models and software tools such as Integrated Munitions Effects Assessment (IMEA), the Underground Targeting and Analysis System (UTAS), the Warfighter Wizard (WFW), and Vulnerability Assessment and Protection Option (VAPO). This task order was awarded on a CPFF basis. The uncertainties which are inherent in research and development work do not permit costs to be estimated with sufficient accuracy to use any type of a fixed price contract. Furthermore, pursuant to FAR Part 16, a CPFF contract is suitable for use when the contract is for the performance of research or preliminary exploration or study and the level of effort required is unknown. The statutory authority for this non-competitive action is: FAR 16.505(b)(2)(i)(B and C). FAR 16.505(b)(2)(i)(B) states "only one awardee is capable of providing the supplies and services required at the level of quality required because the supplies and services ordered are unique or highly specialized." FAR 16.505(b)(2)(i)(C) states "the order must be issued on a sole source basis in the interest of the economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." IMEA and VAPO are extremely large and complex tools which have been under continuous development for many years (~25 years for IMEA and ~15 years for VAPO). The combined code base consists of over 3 million lines of code, not including hundreds of third party libraries and engineering models. ARA has a long history and well documented processes for managing this type of work and as a result they have become a dominant performer in this area with many DoD organizations.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.

These appliances are critical for enhancing traffic monitoring, threat detection, and network analytics across secure defense networks. The delivery is targeted to fulfillment locations at Fort Belvoir, Virginia, with a posting date of June 29, 2026, and the contract is structured as a subcontract under the broader Department of Defense procurement framework. The North American Industry Classification System code 334511 indicates the work involves the manufacturing of computer and peripheral equipment, specifically tailored for advanced network infrastructure needs. The contract supports modernization efforts within DTRA’s cybersecurity infrastructure by replacing aging systems with next-generation hardware that enables deeper packet capture, metadata extraction, and real-time network intelligence. Performance is tied to operational readiness at the designated defense facilities and requires precise alignment with existing network architectures and security protocols. Although no specific award amount or contractor name is provided, the focus on platform compatibility, reliability, and integration within secure environments underscores the mission-critical nature of the hardware deployment. This effort ensures continuity and enhanced capability for DTRA’s network operations under the ongoing SecureNet modernization initiative.
