NOTICE OF INTENT To Award Sole Source; Congressional Quarterly Inc. (CQ.com) The National Archives and Records Administration (NARA) intends to award a firm fixed price sole source, in accordance with FAR 6.302-1 to FiscalNote for the subscription CQ Roll Call. This subscription for services including legislative tracking and analysis. This Firm-Fixed-Price purchase order, will have a period of performance of a 12-month base period and four (4) 12-month option periods, commencing October 1, 2024. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", 41 U.S.C. - 3304(a)(1). NARA has an on-going need for a Legislative Tracking Services Subscription which provides information on legislation of bills that directly or indirectly may affect the Agency and its mission. This information is required to keep NARA's Congressional Affairs (NCON) abreast of the political environment and latest legislative actions and issues being discussed, debated, and voted on in Congress. FiscalNote provides one central web location for easy access and interpretation to such information. The total estimated Not-to-Exceed (NTE) value is $69,402.75 for the 12-month Base Year and $363,482.70 for one 12-month base year and four (4) 12-month option years (if exercised). The contractor shall comply with all Federal, State, and local laws and regulations pertaining to legislative and law tracking services. Prior to contract start date, the contractor shall obtain any and all necessary permits, registrations, and licenses for legislative and law tracking services for the jurisdiction in which services are to be performed. The Purchase Order is subject to the FAR clause 52.246-4, Inspection of Services-Fixed-Price, which provides for adequate enforcement to ensure satisfactory performance. THIS IS NOT A REQUEST FOR QUOTES/PROPOSALS. Interested sources may submit in writing clear and convincing evidence of their qualifications and/or capabilities to provide the online legislative tracking service that shows a bona fide ability to meet the requirement no later than 10:00 AM ET on September 13, 2024. No contract award will be made on the information received in response to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
