The U.S. Army Contracting Command – Rock Island is seeking a firm fixed price award for the manufacture of two hydraulic bent tube assemblies identified by NIINs 002353467 and 001269948, in accordance with government drawings 11619659, 11619660, 11619662, and 11619664, with a total quantity of 18 units. The Government will award the contract to the lowest priced, responsive, and responsible vendor whose quote meets all solicitation requirements without engaging in discussions, following a lowest price technically acceptable (LPTA) evaluation method. The contract requires full compliance with the Statement of Work, Quality Assurance Plan drawing 13101232, and applicable standards including SAE J527, ISO 9001, and AS9100. Manufacturing must be performed at the vendor’s facility using government-furnished raw materials and elbow parts, with all finished products shipped to Rock Island Arsenal, Illinois, 61299 under F.O.B. Destination terms, meaning the contractor bears all transportation costs and risks until delivery. Each shipment must include a Certificate of Conformance, a Certified Test Report, and an inspection report, with First Article Testing required prior to production release. Delivery is structured in two phases: an initial lot of three units within 90 days of award, and the remaining 15 units within 15 days after FAT approval. Payment will be processed exclusively through Wide Area WorkFlow by the Defense Finance and Accounting Service, with all documentation submitted electronically. The contractor must adhere to stringent security protocols for access to Rock Island Arsenal, including pre-registration of visitors, background checks, and visible badge display, while complying with DFARS 252.204-7012 for safeguarding defense information, DFARS 252.204-7018 prohibiting certain telecommunications equipment, and other incorporated clauses including prohibitions on inverted domestic corporations, trafficking in persons, and Hexavalent Chromium. All submissions must be valid for 60 days and include full compliance with representations in SAM, including UEI and CAGE code verification, with no set-aside provisions applied.
