The US Army Engineer Research and Development Center (ERDC) Geotechnical and Structural Laboratory in Vicksburg, Mississippi, is seeking crane rental with operator support services for a minimum 170-ton crane under solicitation W912HZ26QA037-0001, with a response deadline of Wednesday, July 29, 2026, at 12:00 PM Central Time. This solicitation is a combined synopsis and request for quote issued under the Federal Acquisition Regulation (FAR) Subpart 12.6 and Part 13 as a simplified acquisition for commercial items, evaluated on a lowest-price, technically acceptable (LPTA) basis. The requirement is strictly set aside for 100% small businesses under NAICS code 561990 with a size standard of $16.5 million, and no other socioeconomic categories are applicable. Performance will occur at Fort Polk, Louisiana, where the contractor must provide crane operations, including setup and use of standard 4' x 4' outrigger mats on level improved soil, with the government supplying the trailer and handling load securement. Technical acceptability is a pass/fail threshold determined by the contractor’s ability to meet operational and safety requirements, with pricing being the deciding factor among compliant offers. The contract involves service provisions governed by the Service Contract Act, mandating compliance with Wage Determination #2015-5197 Revision No. 31 and associated labor standards, including uniform reimbursement of $3.35 per week and adherence to Executive Order 13706 for paid sick leave accrual. A minimum wage of $13.65 per hour applies to work performed between May 11 and December 31, 2026, though higher wage determination rates take precedence. Contractors must also account for hazardous pay differentials of 4% or 8% if involved with ordnance or explosive materials. The only required submission is the completed SF-1449 form, including Section G, and supporting documentation submitted electronically by the deadline to designated points of contact. No contract value is specified, and no CLINs, delivery schedules, invoicing methods, or contracting officer’s representative details are provided. Attachments include the referenced wage determination and a Q&A document to guide offerors. Failure to provide sufficient information for technical acceptability or pricing may result in immediate rejection of the quote.
