This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition. This announcement constitutes the only solicitation; quotes are being requested.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, Effective 10/01/2025.  This requirement is set-aside for 100% small business under NAICS 561990 - All Other Support Services, with a size standard of $16.5 million.  This procurement is being conducted in accordance with regulation at FAR 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.


The US Army Engineer Research and Development Center (ERDC) Geotechnical and Structural Laboratory (GSL), Vicksburg, Mississippi requires a service contract for crane rental with operator support services for a minimum 170-ton crane. 


The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered.  The following factors shall be used to evaluate offers:
