This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with FAR Part 12, using the simplified procedures under FAR Subpart 12.2, as supplemented with the additional information included in this notice.  This announcement constitutes the only solicitation; a separate written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.  This combined synopsis/solicitation SHALL be posted on SAM.gov.



Solicitation number N0060426Q4039 is issued as a request for quotation (RFQ) Crane Services in support of NAVSUP Fleet Logistics Center Pearl Harbor, Code 432, Ocean Terminals, during the 2026 RIMPAC Exercises. 



The solicitation is 100% set-aside for small business concerns. The Small Business Office concurs with the set-aside decision.  The NAICS code is 238990 and the Size Standard is $19 Million Dollars.  This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 and DFARS Publication Notice 20260507.  This solicitation incorporates provisions and clauses by reference. The NAVSUP Fleet Logistics Center, Pearl Harbor, Regional Contracting Office requests responses from qualified sources capable of providing Crane Services in accordance with (IAW) Attachment 2- Statement of Work (SOW) that consists of one (2) CLINS and Period of Performances (POP):

The requirement will result in a Firm-Fixed Price (FFP) purchase order. The method of invoicing and payment will be Wide Area Workflow (WAWF).



Place of Performance is Hotel and Kilo Piers, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96860.



Responsibility and Inspection: unless otherwise specified in the order, the contactor is responsible for the performance of all inspection requirements and quality control. 



Submission Requirement:



When submitting a quote, the contractor shall provide a cost breakdown for both CLINS 0001 and 1001 of their total proposed costs to include the following at minimum:



(1) The position title of each employee;


(2) the quantity of employees proposed;


(3) the hourly rates of each employee;


(4) number of proposed hours to work per employee per day;


(5) number of days to work;


(6) the type of hydraulic crane proposed to use and documentation that it meets the specifications in the SOW; 


(7) and the hourly or daily rate of the crane and number of rental days



The contractor shall also provide:


(1) Proof of licensing for each operator that operates each machine (Forklift/ Crane) IAW section 2.8 of the SOW;


(2) and provide proof of current load test certification for each crane and proof of load test for each piece of rigging gear that will be utilized IAW section 2.9 of the SOW



Upon contract award, the successful awardee shall also provide lift plans to the TPOCs, which will be reviewed by NAVFAC Hawaii for approval.



This requirement is also subject to the Davis-Bacon Act WD # HI20260001 referenced in Attachment 4 below.

Basis of Award: The government will award to the responsible Quoter whose quote is technically acceptable and most advantageous to the government, price and other factors considered. By providing a quote, Quoter acknowledges they take no exceptions to the solicitation, SOW, and any instruction contained therein.


Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.  However, the perceived benefits of the higher priced quotation must merit the additional price.



Basis of Evaluation: Technical acceptability will be rated acceptable or unacceptable. To be deemed technical acceptable, quotes shall conform to the requirements of and take no exception to solicitation N0060426Q4039 and all of its applicable documents.



Responsibility Determination: The Quoter must be determined responsible in accordance with FAR 9.104.



Quoters are responsible for ensuring timely submissions are received by the POCs identified in the solicitation.  The government is not responsible for late or lost submissions.
