The West Virginia Purchasing Division, on behalf of the West Virginia Division of Highways, is establishing an open-end Central Master Agreement for the procurement of breakaway sign supports and associated hardware. The scope includes various stub posts, sign supports, hinge plates, keeper plates, and brass shims, with materials required to conform to ASTM A36, A572 Grade 50, A992, or B36 standards. The contract will be awarded to the vendor meeting all technical specifications at the lowest overall total cost. Key deliverables include the submission of shop drawings prior to fabrication and the requirement that all complete supports be marked with the assembly number in permanent black marker. Deliveries must be made F.O.B. destination to the Division of Highways Post Yard in Charleston, West Virginia, within forty-five working days of a purchase order. Late deliveries may incur a penalty of 40 dollars per calendar day. The successful vendor must maintain commercial general liability insurance of at least 1,000,000 dollars per occurrence and comply with West Virginia state laws, including the prohibition of boycotts against Israel. Payments will be made in arrears via electronic funds transfer or P-Card.
