The Criminal Justice, Mental Health, and Substance Abuse (CJMHSA) Reinvestment Grant Program, administered by the Florida Department of Children and Families, provides funding to counties to plan, implement, or expand initiatives that enhance public safety and improve treatment accessibility. The program targets adults and juveniles, specifically expanding to include youth and young adults up to age 25, who have mental illness, substance use disorders, or co-occurring disorders and are at risk of entering or are currently in the criminal or juvenile justice systems. Funding is also extended to veterans treatment court programs and training for emergency medical technicians and 911 public safety telecommunicators. Key objectives include the development of comprehensive strategic plans, the creation of diversion programs to move individuals from incarceration to community-based recovery, and the establishment of multi-agency care coordination. This is a fixed-price grant program requiring applicants to propose line-item budgets, generally necessitating a matching contribution equal to the grant amount, with exceptions for fiscally constrained counties. Award decisions are made by the Secretary or a designee based on recommendations from a Grant Review Committee. Successful grantees must meet specific performance milestones, including establishing formal partnerships within 60 days, completing a needs assessment within 90 days, and finalizing a strategic plan within 365 days of contract execution. Compliance requirements include strict adherence to non-discrimination mandates, drug-free workplace standards, and federal time and effort reporting. Administrative oversight involves submitting monthly invoices accompanied by Quarterly Program Status Reports, with final expenditures due within 60 days of contract termination.

The objective is to identify qualified vendors capable of analyzing Supplemental Nutrition Assistance Program purchasing data to evaluate the impact of the Healthy SNAP waiver. This waiver restricts the use of funds for specific items such as soda, energy drinks, candy, and ultra-processed prepared desserts. This RFI is for planning purposes only and is not a solicitation for offers; therefore, no pricing information should be provided, and no contract award is currently being made. Interested vendors must submit their responses in PDF format by November 19, 2026, at 11:00 a.m. ET to Procurement Officer Alicia Reifinger. Responses must be organized into three specific tabs covering an introduction, detailed technical responses, and additional supplemental information. Vendors are required to describe their approach to data governance, privacy, and security, including the protection of personally identifiable information and adherence to encryption and disaster recovery standards.
