Sealed Proposals for the furnishing of all labor, material, services and equipment for construction of the Crown Bay Terminal Improvements Project at the Crown Bay Port Facility, St. Thomas, U.S. Virgin Islands will be received by the Virgin Islands Port Authority (VIPA) until 2:00 PM, FRIDAY, MAY 30th, 2025. Bids will be publicly opened and read aloud immediately following at 2:15 PM via video teleconference. A non-mandatory pre-bid meeting will be held on THURSDAY, MAY 8th, 2025 at 2:00 PM at the Engineering Office, via video teleconference. A non-mandatory pre-bid site visit will be held on FRIDAY, MAY 9th at 9:00 AM at the Crown Bay Port Facility. Bidders are invited to submit proposals on the Proposal Forms provided. The complete invitation to bid including specifications, drawings, and proposal forms may be obtained solely via VIPA’s e-procurement platform, Ion Wave. All meeting links will be posted under the Event Tab in Ion Wave. The EEO and DBE requirements of the Virgin Islands Port Authority shall apply to this project. All Proposals must be submitted as set forth in Section 00120 “Bid Requirements and Conditions.” No Proposal may be withdrawn after the scheduled closing time for receipt of Proposals for a period of one hundred twenty (120) days. The Virgin Islands Port Authority reserves the rights to waive any informalities in or reject any and all Proposals, to award individual phases, or to re-advertise for Proposals. Contractor must be qualified and licensed in the area or state in which he/she has their main place of business in order to place a bid or to be awarded a contract for this project. The same condition applies to sub-contractors. Prior to execution of the contract, the Contractor and sub-contractors must be licensed to conduct business in the U. S. Virgin Islands.
