CSO: Automated Tool Control System for Delaware National Guard Army Aviation Support Facility

The Delaware Army National Guard, through its U.S. Property and Fiscal Office in New Castle, Delaware, is soliciting innovative commercial solutions for an Automated Tool Control and Inventory Management System to be deployed at its Army Aviation Support Facility. The primary objective is to eliminate human error in tool accountability to mitigate the risk of Foreign Object Damage to aircraft, with secondary goals including increased tool accountability, reduced shrinkage, enhanced maintenance efficiency, and the collection of usage data for operational insights. The system must provide real-time, 100% accurate tracking of all tools without requiring manual scanning or user intervention, enabling keyless access via Common Access Card or biometric authentication, generating immutable audit trails, and delivering automated alerts for missing or misplaced items. It must function offline with automatic synchronization upon reconnection and support open data standards for export and interoperability, while adhering to DA PAM 385-10 for FOD prevention and DA PAM 750-43 for calibration management. The solution must comply with FAR and DFARS regulations, including the Buy American Act and information security requirements under Part 40, with cybersecurity and supply chain integrity being critical evaluation criteria. Proposals are to be submitted as a Solution Brief by June 1, 2026, and the Government anticipates awarding a Firm Fixed Price purchase order under DFARS Subpart 212.70 by July 31, 2026. This acquisition does not use any set-aside provisions and is open to all qualified vendors. Evaluation will be conducted on a trade-off basis, prioritizing Technical Merit, Operational Impact, Usability and Scalability, and Company and System Viability over Pricing, which is the least weighted factor. The system must be delivered and accepted at the AASF in New Castle, Delaware, with inspection and acceptance criteria centered on accurate real-time inventory, secure access controls, robust audit capabilities, and full regulatory compliance. While no explicit packaging, marking, or FOB terms are defined, the Government expects vendors to provide a complete commercial solution compatible with existing DoD infrastructure and capable of long-term sustainment. Contractors must ensure compliance with Unique Entity ID and CAGE Code requirements, affirm applicable socioeconomic certifications, and demonstrate the ability to support the system throughout its lifecycle. The procurement leverages the Commercial Solutions Opening framework to accelerate acquisition of innovative technologies while maintaining strict accountability to national security, fiscal responsibility, and operational readiness standards.
