CTSI SCHC Siletz Health Cliinc Remodel

The Confederated Tribes of Siletz Indians (CTSI) and the Siletz Community Health Clinic (SCHC) are soliciting proposals from qualified architectural and engineering (A/E) firms to perform a two-phase remodel of the Siletz Community Health Clinic in Siletz, Oregon. The project aims to enhance operational efficiency, patient and staff flow, privacy, safety, and accessibility while ensuring the clinic remains fully operational during construction. Key remodel zones include the pharmacy, lobby, front desk, conference and training rooms, and X-ray/technician suites. Required services encompass the full project lifecycle, including existing conditions analysis, concept design, cost estimating, design development, construction procurement support, construction administration, and final closeout. Proposals are due by November 10, 2026, at 5:00 p.m. Pacific Time and should be submitted electronically as a single PDF to the designated contact, Ian Keene. The award will be made to the most advantageous responsive and responsible bidder based on a 100-point evaluation scale covering experience and capability, fees/cost, technical approach, Indian preference, project team capacity, and proposal format. A significant component of the evaluation is Indian preference, which provides up to 15 points to businesses meeting the definition of Indian-owned per Siletz Tribal Code and requires a formal statement regarding subcontracting, training, and employment. Successful bidders must demonstrate experience in occupied healthcare renovations, provide Oregon licensure for key staff, and comply with bonding requirements, insurance standards, and Tribal sovereign immunity.
