ARCHITECT/ENGINEER (A/E) ARCHITECTURAL SERVICES

The Orange County Sheriff-Coroner Department (OCSD) is soliciting Statements of Qualifications (SOQs) to establish a ranked slate of qualified firms to provide on-call Architect/Engineer (A/E) architectural services. This usage contract, with a total value not to exceed 1,500,000 dollars, supports project delivery for approximately 60 facilities, including jails, crime laboratories, and administrative offices. The scope of work encompasses capital improvement projects, rehabilitation, adaptive reuse of governmental facilities, and various miscellaneous small projects. Work is assigned via individual Contract Task Orders (CTOs) and is compensated through either not-to-exceed fixed fees or time and materials charges. Qualified respondents must have at least five years of business operations in California, experience performing similar work in Southern California, and an office located within two hours of the OCSD Research and Development Building in Orange. Project managers must be California licensed professionals with at least five years of experience. The selection process involves a numerical scoring method based on technical expertise, personnel, and project approach, followed by oral interviews for top-scoring firms. Finalists are recommended to the County Board of Supervisors for approval. Key administrative requirements include mandatory background checks and security clearances for all personnel accessing Sheriff facilities, compliance with California prevailing wage laws, and specific insurance minimums, including 1,000,000 dollars per occurrence for general liability. Submissions must be uploaded via the OpenGov portal by October 23, 2026, and must include a W-9, a campaign contribution disclosure form, and a statement of validity for 365 days. Preference is given to certified County of Orange Local Small Businesses and Disabled Veteran Business Enterprises, though the latter is not applicable to A-E construction projects.
