The Naval Undersea Warfare Center Division, Newport is soliciting interface cushioning pads on a sole-source basis from Elantas North America, LLC, the original manufacturer, under FAR Part 12 commercial item procedures. The requirement involves two types of pads—Middle and Lower—specified by Government Drawings JCM-14045-001 and JCM-14043-001, respectively, with no design changes since their original production, eliminating the need for re-certification or testing. Due to the critical nature of Fleet delivery timelines, sourcing from an alternative vendor is deemed impractical and would cause unacceptable delays. The solicitation, identified as RFQ N6660426Q0306, is unrestricted and conducted under NAICS code 325211 with a small business size standard of 1,250 employees. The base quantities are 30 each for the Middle pads and 30 each for the Lower pads, with additional quantities of 28 Middle and 101 Lower pads also requested; an optional line item allows the Government to increase Lower pad quantities from 1 to 81 units, with a total ceiling of $40,000 under stepladder pricing. All items with a unit cost of $5,000 or more must bear a Unique Item Identifier (UID) compliant with MIL-STD-130, as mandated by DFARS 252.211-7003. Deliveries are to be made F.O.B. Destination to Newport, Rhode Island, with shipping costs included in the unit price, and payment will be processed via Wide Area Workflow. The contract is firm fixed price and includes options for increased quantities under FAR 52.217-6. Offerors must comply with cybersecurity requirements including CMMC Level 2 certification and a valid NIST SP 800-171 assessment score posted in SPRS, and must be registered in SAM. Access to technical drawings requires JCP certification and adherence to export control restrictions with Distribution D designation, delivered securely via DOD SAFE. Quotes must be submitted electronically by May 11, 2026, to the designated point of contact, and evaluation will follow FAR 52.212-2 with mandatory pass/fail thresholds for cybersecurity compliance, consistent with a Lowest Price Technically Acceptable approach.

This is a combined synopsis and solicitation for commercial items prepared in accordance with format in FAR part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. Request for Quotation (RFQ) number is N6660426Q0306.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase the following parts on a sole source basis to Elantas North America, LLC. Elantas, previously Cytec, is the original manufacturer of the required cushioning pads. The interface cushioning pads have not changed from its original design, therefore additional certifications and testing will not be required. The process of vetting another vendor to manufacture and test the cushioning pads would be a time-consuming and expensive undertaking that would exceed the critical delivery time required for the fabrication of these parts and result in an unacceptable delay in the Fleet delivery.

This requirement is being solicited as unrestricted as concurred with by NUWCDIVNPT’s Director of the Office of Small Business Programs (OSBP) . The North American Industry Classification System (NAICS) code for this acquisition is 325211. The Small Business Size is 1,250 employees. The Product Supply Code (PSC) is 1450.
