Cushioning Pads

The Naval Undersea Warfare Center Division, Newport is soliciting interface cushioning pads on a sole-source basis from Elantas North America, LLC, the original manufacturer, under FAR Part 12 commercial item procedures. The requirement involves two types of pads—Middle and Lower—specified by Government Drawings JCM-14045-001 and JCM-14043-001, respectively, with no design changes since their original production, eliminating the need for re-certification or testing. Due to the critical nature of Fleet delivery timelines, sourcing from an alternative vendor is deemed impractical and would cause unacceptable delays. The solicitation, identified as RFQ N6660426Q0306, is unrestricted and conducted under NAICS code 325211 with a small business size standard of 1,250 employees. The base quantities are 30 each for the Middle pads and 30 each for the Lower pads, with additional quantities of 28 Middle and 101 Lower pads also requested; an optional line item allows the Government to increase Lower pad quantities from 1 to 81 units, with a total ceiling of $40,000 under stepladder pricing. All items with a unit cost of $5,000 or more must bear a Unique Item Identifier (UID) compliant with MIL-STD-130, as mandated by DFARS 252.211-7003. Deliveries are to be made F.O.B. Destination to Newport, Rhode Island, with shipping costs included in the unit price, and payment will be processed via Wide Area Workflow. The contract is firm fixed price and includes options for increased quantities under FAR 52.217-6.
