Contractors must be registered in the System for Award Management (SAM) and maintain an active Unique Entity Identifier and Electronic Funds Transfer information; failure to register renders a firm ineligible for award. The requirement is for firm fixed-price services covering cleaning of facilities including flooring care, restroom sanitation, and periodic tasks to maintain compliance with regulatory standards for the Fitness Center, Youth Center, and Child Development Center. Performance is governed by Attachment 1, the Performance Work Statement, and Attachment 2, the Custodial Bid Schedule, which details recurring and as-needed services with estimated square footage and service levels. The base period runs from January 1, 2027, to September 30, 2027, with four option years extending through September 30, 2031, each lasting 12 months. Proposals must be submitted electronically by 11:00 AM CST on July 24, 2026, to six designated email addresses, with a strict 10 MB file size limit per email and required subject line format. Offers must be presented in three volumes: Price (SF 1449 and Bid Schedule), Technical (max 15 pages detailing approach, quality control plan, and transition plan for September 1, 2026 start-up), and Past Performance (up to three recent contracts with two pages each). Proposals are evaluated through a sequential gate process: completeness review, technical acceptability, and past performance confidence; failure in any gate results in rejection. Technical proposals must not simply restate the PWS and must demonstrate proactive self-inspection and corrective action systems. Only offers rated Acceptable in all technical subfactors and achieving Substantial or Satisfactory Confidence in past performance are eligible for award, with selection based on lowest total evaluated price among technically acceptable and past-performance-qualified offerors. Base access requires valid government-issued photo ID compliant with the REAL ID Act, and non-compliant IDs require additional documentation like a passport.
