Fairfax County, Virginia is seeking qualified offerors to provide comprehensive custodial services at the Reston Community Center – Hunter Woods and Lake Anne facilities through a competitive negotiation process under solicitation number 2000004386. The scope of work includes daily cleaning and maintenance tasks such as sweeping entranceways, grounds policing, interior and exterior window and glass cleaning, restroom sanitation, dusting, damp wiping, and vertical surface cleaning, with an emphasis on achieving visibly clean, sanitized, and odor-free environments. All work must comply with OSHA standards, local regulations, and county-specific requirements, including ADA compliance and recycling restrictions that prohibit the use of plastic bags and glass bottles. Services must be performed during designated hours between 8:00 AM and 3:00 PM unless otherwise arranged, with emergency response duties required for spill cleanup and other urgent situations. Proposals must be submitted electronically via the Fairfax County Bonfire portal by June 1, 2026, at 1:00 PM, and must include a completed Cover Sheet, Technical Proposal Response Form, supporting forms, and all issued addenda, divided into technical and cost components. Evaluation will be conducted using a best-value trade-off approach, with technical merit weighted more heavily than cost: 35 points for technical sections 3–10, 30 points for sections 13–16, 20 points for sections 1, 2, and 12, and 15 points for cost reasonableness, totaling 100 possible points. The contract does not rely on standard FAR clauses but instead uses county-specific provisions, including strict requirements for insurance coverage naming Fairfax County as additional insured, a waiver of subrogation, and 30-day notice for any policy changes. Subcontracting is prohibited, and the contractor must assign a qualified project manager with at least three years of custodial management experience and 24/7 emergency availability. Contractors must also comply with state business registration requirements, provide SCC identification numbers, register in Virginia’s eVA system, and adhere to ethics certification rules that trigger detailed reporting if any payments or gifts were made to public officials. Invoices must be submitted monthly, itemized, and sent to the designated “BILL TO” address, with payment contingent on annual appropriations by the Board of Supervisors. The County retains full rights to inspect, accept, or reject services at the delivery location, and may terminate the contract for convenience or cause, with equitable adjustment
