The USDA Agricultural Research Service is seeking custom corrosion-resistant conventional poultry layer cages for the National Poultry Research Center in Athens, Georgia, under a Total Small Business Set-Aside solicitation numbered 1232SA26Q0617. This Request for Quotation, issued as a combined synopsis/solicitation under FAR Part 12, is restricted to small business concerns with a size standard of 1,500 employees and NAICS code 331110, though discrepancies exist between metadata and signed documents regarding NAICS code (331111) and size standard (1,000). Offers are due by June 24, 2026, at 1600 CT, and all offerors must be registered in the System for Award Management prior to submission. The cages must meet strict technical specifications: made primarily of stainless steel with PVC-coated flooring, 1/2" x 1/2" wire walls, spring-hinged or sliding doors, and a removable nipple-drinker system with nipples spaced no more than 12 inches apart. Feed troughs must be gutter-style, and manure trays must be corrosion-resistant and rigid enough to support up to 20 pounds, with material options including stainless steel or HDPE. Cage dimensions are 20”W x 20”D x 20”H at the back wall, with a 7-8° sloped floor and egg rollout extending beyond the front. Adjustable PVC-coated legs must accommodate a 1/8” slope to a drain, and all sharp edges must be sanded. Offerors may propose either 60 single cages stackable in tiers of two or three, or 30 double cages, with shop drawings required for USDA approval prior to manufacturing. A photo reference for tier configuration is available, but no exact design template exists. The contractor must fabricate the cages on-site at their own facility, with delivery FOB destination to the Athens, Georgia location by October 31, 2026, within a 120-day period from notice to proceed. Assembly on-site is required only if the cages are shipped unassembled. The contractor must provide material submittals, a guarantee covering all workmanship and materials for one year post-final acceptance, and correct any defects within 24 hours of notification. Questions and Answers:
Q1: The specification references an example photo related to the feed trough and head-hole configuration. Could you please provide the referenced photo or any additional images available?
A1: A document with photos of a couple of options for this is attached.
Q2:Is either configuration acceptable for award: 60 single cages, or 30 double cages?
A2: Yes, but if 60 single they must be stackable into tiers of 2 or 3 cages tall.
Q3: Please confirm whether the manure trays are required to be stainless steel and included with each tier.
A3: Manure tray must be corrosion resistant and have sufficient rigidity that it won’t bend, twist or break with up to 20lb weight. It could be stainless steel or HDPE
Q4: Is there a preferred manufacturer or model for the nipple-drinker watering system, or will commercially available equivalent systems be acceptable?
A4: Prefer Valco or Ziggity or a commercial grade system with parts compatible/interchangeable with systems from those manufacturers.
Q5: Are assembly and installation required at the USDA facility, or is delivery of the completed cage system sufficient?
A5: Assembly on site needed if they are shipped unassembled. If they are shipped assembled delivery is fine.
Q6: Are there any existing drawings, sketches, or reference photos available that would assist offerors in understanding the desired cage configuration?
A6: There is nothing exactly like what we need. We do want to require that the company submit shop drawings for approval prior to manufacturing the cage. A photo of the tier design is in the attached document.
