The National Institute of Standards and Technology (NIST) intends to renew the annual Customer Care Program for the Freezerworks Summit Edition sample management software used by the Charleston Biorepository in South Carolina, under a sole source procurement authority cited under FAR 12.102(a). This program supports the perpetual license of Freezerworks software, which manages metadata and storage location data for over 100,000 biological and environmental samples. The renewal will provide maintenance releases, software upgrades, and unlimited technical support exclusively from DataWorks Development, Inc., the sole owner and provider of Freezerworks products, with documented exclusivity preventing any third-party resale or service provision. A firm fixed-price purchase order will be issued on or about June 30, 2026, covering a 12-month base period with four optional 12-month renewal periods, ensuring continued uninterrupted service for this critical laboratory information system. The acquisition is classified under NAICS code 513210 with a size standard of $47.0 million, and DataWorks Development, Inc. (UEI: YUN1SKWC4WG1) is confirmed as active and registered in SAM.gov. As this is a notice of intent and not a solicitation, no formal RFQ will be issued, and responses from other potential vendors are invited solely to assess whether competition is feasible, with any decision to proceed non-competitively resting solely within NIST’s discretion. All inquiries must be sent via email to Harry Brubaker at NIST by the response deadline of June 23, 2026, at 4:00 PM EST. Documentation submitted must demonstrate a bona fide capability to fulfill the requirement, though no evaluation factors, contract clauses, pricing details, or delivery specifications are included in this notice, as the procurement is exclusively negotiated with the sole source provider.
