DESCRIPTION:
The Materials Measurement Laboratory, The Chemical Sciences Division (CSD) at the National Institute of Standards and Technology (NIST) supports the Biospecimen Science Group, of the CSD. This includes NISTs Charleston Biorepository located in Charleston, SC.
NIST intends to negotiate on a sole source basis under the authority of FAR 12.102(a) Soliciting from a Single Source, with DataWorks Development, Inc., Mountlake Terrace, WA for the purpose of renewing the annual Customer Care Program for the NIST Charleston Biorepository’s perpetual license of Freezerworks Summit Ed. sample management software.
The Customer Care Program includes maintenance releases, software upgrades and unlimited technical support. This is a sole source since DataWorks Development, Inc.: a) is the author, exclusive owner, and sole provider of all Freezerworks laboratory database products; b) is the only organization worldwide with the unique technical competence, expertise, and proprietary technology used in the manufacture and application of Freezerworks; and c) maintains all intellectual property rights through copyright and trademark privileges. Maintenance services for Freezerworks products must be obtained directly from the OEM. Furthermore, the metadata and storage location information has been manually entered over many years into the Freezerworks database for +100,000 biological and environmental samples located at the NIST Charleston Biorepository. A firm fixed-price purchase order will be negotiated and issued on or about June 30, 2026 for a 12-mo. period and include (4) 12-mo. option periods to cover renewal of maintenance and support associated with the Freezerworks Customer Care Program.

Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.
