The National Institute of Standards and Technology (NIST), specifically the Materials Measurement Laboratory's Chemical Sciences Division, is seeking to renew its annual Customer Care Program for the Freezerworks Summit Edition sample management software used at the Charleston Biorepository in South Carolina. This renewal will be negotiated on a sole source basis with DataWorks Development, Inc., the exclusive developer and provider of Freezerworks software. The Customer Care Program includes software maintenance releases, upgrades, and unlimited technical support, essential for managing metadata and storage information for over 100,000 biological and environmental samples entered over many years. Because DataWorks holds exclusive intellectual property rights and does not allow third parties to resell or service the software, NIST must contract directly with the company. The anticipated contract will be a firm fixed-price purchase order issued around June 30, 2026, covering an initial 12-month period with four subsequent 12-month option periods for maintenance and support. Despite this being a sole source procurement under FAR 12.102(a), NIST is soliciting responses by June 23, 2026, to confirm whether other parties have the capability to provide the required services, although this is not a request for competitive quotations. The contract falls under NAICS code 513210, associated with software publishers, with a size standard of $47 million. Primary administrative contacts are located at NIST’s office in Gaithersburg, Maryland, while performance will occur in Charleston, South Carolina.
