USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside acquisition is a commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract utilizing a combination of Firm-Fixed-Price and Fixed Price with Economic Price Adjustment CLINs. The scope includes the design, production, testing, and delivery of up to 410 boats and associated purpose-built trailers, along with logistics support, technical documentation, and crew familiarization. The anticipated ordering period is ten years, consisting of a two-year base period and an eight-year option period. The procurement employs a two-phase competitive down-select process. In Phase I, the government will evaluate written proposals based on mission effectiveness, production and management, and price to select up to four IDIQ contractors. Each selected offeror will receive an initial delivery order to build one demonstrator boat and trailer. In Phase II, these contractors will participate in a 90-day in-water demonstration to evaluate performance. Following this independent evaluation, one contractor will be selected to receive all subsequent production delivery orders. Phase I proposals are due by 1400 Eastern Time on November 13, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

CONNECTOR,THRU-HULL
Solicitation # N0010426QFF51
Solicitation N00104-26-Q-FF51, issued by NAVSUP Weapon Systems Support Mechanicsburg, is for the procurement of a Thru-Hull Connector (NSN 2040-01-408-2691). This item is designated as Level I Special Emphasis material because it is used in crucial shipboard systems where failure could result in catastrophic loss of life or vessel. Due to this criticality, the contract mandates rigorous quality controls, including First Article Testing, quantitative chemical and mechanical analysis of materials, and non-destructive testing such as dye penetrant and ultrasonic inspections. The material must conform to specification CPG 1025 and utilize QQ-N-286 annealed and age-hardened material. The government intends to make a single award based on the most advantageous offer, with past performance weighted more heavily than price. Key administrative requirements include the use of Wide Area Workflow (WAWF) for invoicing and certification data submission, and adherence to FOB Destination terms. Delivery of material is required within 365 days of the contract effective date, with certification data due 20 days prior to delivery. The contract also stipulates strict configuration control, requiring Engineering Change Proposals for any modifications to form, fit, or function, and prohibits the use of molybdenum disulfide thread lubricants. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129.

Full Description

This notice constitutes the United States Coast Guard (USCG) intent to award a sole source contract as required under FAR 5.2 Synopses of Proposed Contract Actions. This requirement is to procure up to twenty Cutter Boat Over-the-Horizons, 4th Generation (CB-OTH-IVs) with supporting deliverables such as trailers, training, and logistic support. The CB-OTH-IV is a highly specialized cutter boat, capable of open ocean operations beyond the line of sight of its parent cutter. The CB-OTH-IV is interoperable with a wide range of USCG cutters and has standardized the training, supply support, and cutter boat operations across the USCG's major cutter fleet. With a configuration that supports multiple launch and recovery systems, the CB-OTH-IV is interoperable with, and deployed on, the National Security Cutter (NSC), the Fast Response Cutter (FRC), Polar Icebreakers (WAGB), and Medium Endurance Cutters (WMEC). The CB-OTH-IV is the most interoperable cutter boat in the USCG, and represents the largest cutter boat fleet size with 114 in inventory. This is a follow-on procurement; the supplies and services anticipated for this requirement have been previously acquired through contract HSCG23-11-D-ACB014. The CB-OTH-IV was purchased competitively to deliver up to one-hundred and fourteen (114) CB?OTH?IVs. The CB-OTH-IV program was established to provide over-the-horizon (OTH) cutter boat capability for the NSC fleet, with an intent to also meet the needs of the FRC program, and to recapitalize existing older generation cutter boats with a modern, standardized cutter boat. The CB?OTH?IV was purchased with an advertised service life of 7 years, with initial deliveries taking place in February of 2013. The USCG intends to award on a sole source basis an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Safe Boats International (SBI), L.L.C. 8800 Barney White Rd., Bremerton, WA 98312-4921, for delivery of up to twenty CB?OTH?IVs, with an anticipated award date of December 21, 2020. Pursuing other than a sole source award would cause the USCG to incur substantial duplication of cost that is not expected to be recovered through competition and experience unacceptable delays in fulfilling the agency's requirement. The USCG estimates to complete the testing required to place a boat other than the CB-OTH-IV in service would result in a duplicated cost of approximately $4 million and would not meet the need for the next delivery of a CB-OTH in July 2021. Competing this procurement would require testing on multiple USCG cutters that would create unacceptable delays extending beyond the July 2021 need. This is not a request for competitive proposals. This notice is for informational purposes only. As required by FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the USCG not to compete this action rests solely with the discretion of the Contracting Officer.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
