Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price (FFP) contract for CY-10/11 Harpoon Class I Collector Engineering Change Proposal (ECP) 4099 Software and Technical Manual Updates for Foreign Military Sales (FMS) and United States Navy (USN). Contract award is anticipated for the first quarter fiscal year 2016. This contract supports Foreign Military Sales (FMS) customers and the United States Navy. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to The Boeing Company. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within the time frame specified of publication of this synopsis will be considered by the Government. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System, SLAM-ER missiles, and the related equipment. Boeing alone has the experience, special skills; proprietary technical documentation, software/algorithms; facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, The Boeing Company is the only known qualified, responsible source that can fulfill the requirements specified herein.
