The Naval Medical Center San Diego intends to award a sole source purchase order to Alcon Laboratories, Inc. for two boxes of Cypass Micro-Stents to be used in glaucoma surgery. This procurement is conducted under FAR 13.106-1(b) because Alcon Laboratories is identified as the only manufacturer capable of providing a sterile, MR-safe implant made of non-conducting polyimide material that meets specific surgical requirements, including ab-interno insertion and the ability to bypass Schlemm's canal. The materials were required by September 25, 2017. While the government intends to proceed with a sole source award, interested parties were invited to submit capability statements including technical and cost data by September 7, 2017. These submissions were used to determine if a competitive procurement was warranted. The contract is managed by the Department of Defense under NAICS code 339115, with the place of performance located in San Diego, California.

Requirement is two (2) boxes of Cypass Micro-Stent. The Ophthalmology Department is in need of micro-stent for a patient undergoing glaucoma surgery. The Cypass Micro-Stent system needed must have the following features: 1) must be supplied sterile; 2) needs to be MR safe; 3) must be able to utilize the same outflow pathway as first line prostaglandin analogues; 4) must be able to do an ab-interno insertion into the supraciliary; 5) must be able to pass through phaco incision during catalog surgery; 6) bypasses schlemm's canal and collector channels. Date of Material Required: 25 September 2017.
