Full Description

The Aviation Integration Directorate (AID) of the US Army Aviation and Missile Command (AMCOM) proposes to procure for the Special Operations Mission Planning and Execution (SOMPE) Program Office, technical and programmatic requirements for the integrated software suite of Advance Mission Planning Tools (AMPT) for time critical command and control of globally distributed Special Operations Forces (SOF). The SOMPE Program automates time-intensive planning activities and provides enhanced situational awareness capabilities. As an interoperable environment for adaptive planning to collaborate, horizontally, vertically and in parallel, the development of the various components of mission plans. Under this effort, advanced mission planning software tools (to include flight performance modules, platform performance planning modules, platform data transfer modules, etc.) will be developed, modernized and sustained to support SOF requirements and technology enhancements. Market research has indicated that one manufacturer can meet this requirement. As the previous developer this will be a sole source procurement to Westar Aerospace and Defense Group (Westar), 890 Explorer Boulevard NW, Huntsville, AL 35806, Cage Code 67285. The authority to use other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One single non-commercial Indefinite Delivery Indefinite Quantity (IDIQ) contract, plus ordering period of four years is anticipated. As specified by separate task order(s), the Contractor shall provide software development services to enhance the overall functionality and usability. This procurement will be solicited, evaluated, and awarded using FAR Part 15 procedures. Not sooner than 15 days following this publication in FedBizOps, the Request for Proposal (RFP) W91215-09-R-0004 will be issued. The anticipated date of availability of the solicitation is 26 February 2009. The North American Industry Classification System (NAICS) code applicable to this procurement is 541330. Awardee will be required to receive and or generate classified information in performing many of the task orders under this contract.
