The contract pertains to a performance decision resulting from a streamlined competition conducted under OMB Circular A-76 to evaluate support services for IT security operations within the Bureau of Land Management (BLM). The evaluation compared the cost effectiveness of performing these services through government personnel organized under a newly designed most efficient organization versus contracting out to the private sector. The outcome determined that government performance is more cost effective, leading to the decision to retain the IT security functions within the government workforce rather than outsourcing them. This decision was formally announced by the National Operations Center under the Department of the Interior, based in Denver, Colorado. The notice indicates that detailed documentation of the streamlined study is available upon request from the contracting officer. The action reflects a commitment to maintaining critical IT security support internally to ensure continued protection and operational integrity for BLM’s nationwide functions.
