The 50th Contracting Squadron at Schriever Air Force Base, Colorado, plans to award a fixed-price contract on a sole source basis to Electric Power, Inc. for the maintenance of the Central Plant Computer System, which they originally designed and installed, holding proprietary rights. The contract coverage spans an initial base year with four option years, running from October 1, 2007, through September 30, 2012, and requires full compliance with all technical criteria. Services will be performed for the 50 CES/CEOE at Schriever AFB. This procurement falls under NAICS code 541513, with a size standard of $23 million, and the government intends to negotiate exclusively with this vendor under FAR 6.302 due to their unique qualifications. Interested firms have five business days from the announcement to express their capability to meet the requirement, though the government retains sole discretion to proceed without competition. An ombudsman has been appointed to confidentially address concerns or issues from potential offerors or other parties but does not influence evaluations or decisions. Concerns should first be directed to the contracting officer, Robert F. Heinrich, before involving the ombudsman, who serves as a resource for dispute resolution but cannot bind or alter the contracting process. All contract inquiries, including solicitation details and technical questions, are to be directed solely to the contracting officer.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
