The Naval Sea System Command (NAVSEA) intends to issue a Request for Proposal to The Columbia Group, Incorporated for the Computer Optimized Reconciliation Application (COBRA) and its associated modules. The requirement follows a previous contract and involves the maintenance of unlimited user perpetual licenses to ensure operational continuity. This procurement is being conducted as a sole-source award under 10 U.S.C. 2304 (c) (1) and Federal Acquisition Regulation 6.302-1, as The Columbia Group is identified as the only responsible source capable of meeting the Navy's technical requirements and timeframe.
