The U.S. Army RDECOM Contracting Center, Natick Contracting Division, acting for the Army Integrated Logistics Support Center, intends to award a firm fixed price purchase order on a sole source basis to NDiV Incorporated for senior analyst, programming, and administrator support related to the DA 3078 systems. This acquisition is based on the unique qualifications and proprietary knowledge held by NDiV, as the DA 3078 enhances the Heraldry and Medal application suite, which NDiV currently owns. Due to proprietary rights and shared hardware/software costs with other systems, alternate vendors are deemed not viable, and switching would significantly increase government expenses. Market research conducted at the contract’s initiation confirmed that NDiV is the only suitable contractor to fulfill these requirements, justifying the non-competitive approach. No actions are planned to remove competition barriers for future acquisitions, as NDiV’s ownership of the software suite allows reduced costs and shorter deployment timelines. Interested parties may express interest in this requirement by contacting the Contracting Center by a specified deadline. The contracting office is located in Natick, Massachusetts, and Steven Streeter serves as the point of contact for this acquisition.

Full Description

Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Integrated Logistics Support Center (ILSC), intends to award a firm fixed price purchase order on a sole source basis to: NDiV Incorporated, North Attleboro, MA 02760. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: Senior Analyst/Programming/Administrator support for the DA 3078 systems. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The DA 3078 is an enhancement to Heraldry and Medal application suite, and would require significant increase cost to the government if an alternate vendor were to compete. An alternate vendor would not be able to support this requirement as hardware / software costs are shared with additional systems, and the intellectual development knowledge is proprietary to NDiV Inc. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: When this contract was initiated the market research was done, and this provider was the only choice for the government. 4. Any other facts supporting the use of other than full and open competition: NDiV currently owns the software applications suite; which significantly reduces cost and lead time to deployment. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army RDECOM Contracting Center, Natick Contracting Division via e-mail to: contact@example.gov no later than 11:00 AM (EST) September 21, 2011.
