Key Personnel Overview Part 1
1. Senior Software Engineer
The individual assigned to this role shall meet the following minimum requirements:
Minimum of a masters degree in computer science, engineering, or a related discipline such as environmental science, mathematics, or physics; or a bachelors degree in a related discipline with 10 years of relevant experience. Minimum of 5 years of experience in computational modeling, software development, and software documentation, including legacy software and systems.
Statement of Work
The Offeror shall provide National Technology and Engineering Solutions of Sandia (NTESS) with virtual scientific computing support to sustain the Carlsbad, New Mexico site. The Offeror shall provide at least one Subject Matter Expert (SME) with expertise in computer science methods and strong written communication skills to support an existing computational framework. Support shall include sustainment, modernization, performance optimization, HPC readiness, and transition support for evolving three-dimensional modeling capabilities. Work shall include software development, analysis, refactoring, verification and validation, documentation, performance improvement, platform portability, workflow reproducibility, and migration readiness for Linux-based computing environments, and shall be performed in compliance with Nuclear Quality Assurance (NQA-1) requirements. The Offeror shall confirm its ability to meet these requirements in response to this BOW posting. Note: Additional information regarding the SME is provided in the Key Personnel Overview section of this BOW posting.
Mandatory Requirements Part 1
The Offerors personnel assigned under this subcontract shall be United States citizens. The Offeror shall indicate its ability to meet this requirement in its response to this BOW posting.
Mandatory Requirements Part 1
The Offeror shall demonstrate that the proposed personnel identified in the Key Personnel Overview section has supported at least one project within the five years preceding the closing date of this posting that involved computational modeling and software development performed in a regulated, safety-critical, or other high-consequence computational environment.
To demonstrate compliance, the Offeror shall provide the following information for each project submitted:
Project Title Period of Performance Description of the relevant statement of work performed.
Mandatory Requirements Part 1
The Offeror shall provide a resume for the proposed Key Personnel that clearly demonstrates the following qualifications: 1. Experience programming in mixed-language scientific software environments, including: Fortran Python C and/or C++ 2. Experience working in GNU/Linux or equivalent Linux-based development environments and associated build, compilation, and debugging toolchains.
3. Experience with high-performance computing (HPC) systems.
4. Experience using HPC job schedulers, such as Slurm or equivalent workload management systems.
5. Experience with Bash shell scripting or equivalent Unix/Linux shell scripting.
6. Demonstrated ability to adapt to and work effectively with a broad set of conceptual, process, and numerical models, as evidenced by prior project experience.
The resume must address each qualification in a manner that allows NTESS to confirm whether the proposed personnel does or does not meet the requirement. If the Offeror seeks consideration of equivalent experience, the Offeror shall submit all requested information identified above, together with a description demonstrating the comparability of the experience, for NTESS review and approval.
Mandatory Requirements Part 2
The Offeror shall demonstrate that the proposed personnel has experience in the following technical areas. The resume and project examples provided must contain sufficient detail to allow NTESS to make a clear Yes/No determination for each area.
1. Computational Modeling and Scientific Software Support Experience in computational modeling, software development, software documentation, and sustaining legacy scientific software in regulated, high-consequence, or equivalent mission-critical environments. Define has the environment is mission critical.
2. Code Standards and Data Handling Experience applying software code standards or equivalent software quality practices; conducting software testing; and working with scientific or technical data formats, storage structures, and data-processing workflows.
3. Debugging and Performance Analysis Proficiency with debugging, profiling, performance-analysis, or equivalent tools and methods used in scientific, technical computing, or HPC software environments.
4. Legacy Code Modernization Experience improving the portability, efficiency, maintainability, stability, or related quality attributes of legacy scientific codes.
5. Documentation Enhancements Ability to create or update source code documentation, including Doxygen or equivalent automated documentation approaches, for both existing and newly developed code to improve clarity, traceability, and maintainability.
6. Technical Debt Identification Experience identifying and documenting technical debt, fragile or high-risk code areas, and maintainability concerns within software components.
7. Version Control and Reproducible Builds Knowledge of version-control concepts and workflows, such as Git or equivalent systems, and practices supporting reproducible or repeatable builds.
8. Performance Benchmarking Experience conducting performance benchmarking, scalability assessments, load-characterization studies, or equivalent performance evaluations for scientific or computational software.
To demonstrate compliance with the technical areas above, the Offeror shall submit project examples with relevant work performed within the five years preceding the closing date of this posting. For each project, the Offeror shall provide: Project title Period of performance Description of the work performed, including specific tasks, responsibilities, or deliverables demonstrating relevant experience
A single project may be used to demonstrate experience in multiple technical areas; the Offeror is not required to provide one project per area if one project substantively addresses more than one requirement. If the Offeror seeks consideration of equivalent experience, the Offeror shall submit all requested information identified above, together with a description demonstrating the comparability of the experience, for NTESS review and approval.
If a Request for Quotation (RFQ) results from this posting and the supplier meets the specified requirements, the supplier may be provided an RFQ at a later date.
