AI Contract Overview
National Technology and Engineering Solutions of Sandia, LLC (NTESS) is seeking sources for a small business set-aside contract to provide professional consulting, design, configuration, implementation, testing, deployment, and transition services for the ServiceNow Legal Service Delivery (LSD) system. The project follows an Agile development framework to enhance the initial Minimum Viable Product and implement additional modules, including Advice and Intake for policy reviews and compliance, as well as Ethics and Employee Relations modules. Key deliverables include the development of intake forms, dynamic routing, and a minimum of two weeks of dedicated Hypercare support following production Go-Live. The project is structured around six major milestones, ranging from the initial project kickoff and baseline plan to final production release and closeout. To be eligible, respondents must demonstrate institutional capability in deploying complex legal workflow applications and commit to a configuration-over-customization standard, prioritizing out-of-the-box architecture. All proposed personnel must be United States citizens, and technical staff must hold active, valid ServiceNow certifications. The contractor is required to provide a dedicated Delivery Manager as the primary operational point of contact and must be capable of submitting all security screening and badging documentation within ten calendar days of project kickoff. Additionally, the provider must maintain a robust labor-hour accounting system for tracking and billing by specific task and labor category, subject to audit. Performance is measured against a strict set of acceptance standards, including peer code reviews, static analysis testing, and formal sign-off on User Acceptance Testing scripts.
