The Internal Revenue Service plans to extend the existing contract for the Digital Telecommunications Switching (DTS2) System with Verizon Federal Inc. for a six-month base period from April 1, 2006, through September 30, 2006, followed by a twelve-month option period from October 1, 2006, through September 30, 2007. This extension will follow the expiration of the current contract term on March 31, 2006, as per the exercised option clause. The contract extension is justified under the statutory authority that allows for non-competitive procurement when there is a single responsible source and no viable alternatives, ensuring continuous operation and protection of critical infrastructure for the Department of Treasury. This extension avoids any lapse in DTS2 services vital to Treasury operations and supports a smooth transition to a subsequent contract vehicle. The government emphasizes that this notice is not a solicitation for proposals or bids, and any responses submitted will be at the responder’s own expense and not reimbursed. The contracting officers responsible for this contract are Katherine S Gregg-Adams and Donnell M Jefferson, who can be contacted for further information. The continuity of service is deemed essential to maintain the mission-critical telecommunications infrastructure for the Treasury, with no plans for competitive procurement in this phase of the contract extension.

Full Description

The Internal Revenue Service intends to extend the term of the Digital Telecommunications Switching (DTS2) System contract No. TIRNO-01-D-00009 to Verizon Federal Inc. for a base period of six (6) months (April 1, 2006 through September 30, 2006) and one twelve (12) month option period (October 1, 2006 through September 30, 2007). The DTS2 contract, after exercising FAR clause 52.217-8--Option To Extend Services, will expire March 31, 2006. The statutory authority permitting other than full and open competition is Section 303 of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(1),] implemented under FAR 6.302-1(a) which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Treasury has a continuing need for the DTS2 System. The extension of the DTS2 contract allows for uninterrupted DTS2 services for the Department of Treasury. This extension enables Treasury to mitigate risks to this mission critical infrastructure protection asset and allow for successful transition to a follow-on contract vehicle. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.
