The U.S. Geological Survey (USGS) intends to award a sole source contract for post-development support and maintenance of the Digital Shoreline Analysis System (DSAS). This notice is issued in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), which specifies that Part 12 acquisition procedures apply to commercial products and services and shall take precedence where inconsistencies exist with other FAR parts.
The USGS Woods Hole Coastal and Marine Science Center (WHCMSC) requires ongoing support from Procstep Inc. d/b/a WaterSuite to enforce security fixes, ensure periodic updates, respond to critical vulnerabilities, and maintain operability of the DSAS software. DSAS integrates Java and various third-party components requiring regular updates, some of which are mandated by DOI IT to maintain authorization for installation on government systems.
Due to the specialized architecture and proprietary nature, the of DSAS and the extensive knowledge required to maintain the platform, the original DSAS developer, Procstep Inc. is uniquely qualified to provide the required for post-development support. The developer possesses detailed knowledge of DSAS Version 6, its integrated components, and the workflow necessary to diagnose, update, and repackage software updates with minimal disruption to the internal USGS user base and the global DSAS community.
This procurement is being conducted under commercial acquisition procedures per RFO 12.102(a), as the services required meet the definition of commercial services under FAR 2.101.
The NAICS code is 541512-Computer Systems Design Services. The size standard is $34.0.
Period of Performance: One year with four option periods.
Place of Performance: Woods Hole, Maine 02543
Anticipated award date: 7/31/2026
This notice is not a request for competitive quotes. However, interested parties may submit capability statements demonstrating comprehensive knowledge of DSAS Version 6, experience diagnosing and resolving vulnerabilities, and the ability to update and maintain software that meets USGS security requirements. Capability statements must be submitted by the date and time specified in this notice and must provide sufficient detail for Government consideration. Responses shall be emailed to: mindie_dixon@ios.doi.gov.

The scope includes full waste characterization, packaging in approved containers with proper labeling, documentation, transportation, and final disposal in compliance with federal and state regulations. All waste, including PFAS-laden substrates collected from 15 bird pens via a staggered grid sampling method yielding 75 soil samples, must be handled according to strict environmental protocols. The contractor is responsible for supplying all packaging materials such as drums, liners, absorbents, pallets, and shrink wraps, while the government will provide shipping manifests, permits, placarding, and container labeling at pickup. Technicians and drivers must be certified disposal professionals trained in DOT requirements, safe handling, and hazardous material transport, and carriers must hold valid EPA, DOT, and state registrations. Insurance coverage must include vehicular, workers’ compensation, general liability, and premises insurance. Waste must be disposed of only at EPA-approved facilities pre-approved by USGS, with all disposal confirmed by official certificates and detailed facility receipts submitted with each invoice. The period of performance is 84 days from award, with material pickup restricted to business hours Monday through Friday, 7:30 a.m. to 4:00 p.m., and a 48-hour response time required to initiate packaging procedures after notification. This acquisition is a 100% Small Business Set-Aside under NAICS code 562112, with a size standard of $47.0 million. All offerors must be registered in SAM.gov with a valid UEI and submit their small business status through SAM’s online representations and certifications. 19--Notice of Intent - UNMANNED VEHICLE & SONAR The Department of the Interior, United States Geological Survey, Michigan Cooperative Fish and Wildlife Research Unit, is seeking to acquire a specialized unmanned surface vehicle (USV) equipped with advanced side scan and multibeam bathymetric sonar systems for aquatic research. The USV must feature a catamaran hull design under 47 by 36.5 by 18 inches when deployed and under 47 by 28 by 95 inches when folded for transport, weighing no more than 32 pounds without payload or batteries, and must support at least 30 pounds of additional instrumentation and batteries. The vehicle must have an open-source, fully customizable operating system to allow scientists and students to integrate third-party sensors, cameras, and sonar equipment without restrictions, along with multiple connectivity ports including serial UART, ethernet, and USB interfaces. It must provide a minimum 18-hour endurance, wireless control, cellular communication, and a 200-meter omnidirectional or 800-meter directional range. The system must include a Cerulean Sonar Omniscan 3D 450 SS or equivalent 450-kHz 16-channel side scan sonar, a Cerulean Surveyor Multibeam echosounder or equivalent 240-kHz 16-channel multibeam system with 80-degree swath and 100-meter depth capability, a 1080p underwater camera rated to 400 meters, and a dedicated payload bracket with wetlink penetrators. The USV must operate using standard 14.8V 18Ah or greater lithium batteries. The acquisition is being conducted as a sole source procurement under Federal Acquisition Regulation 12.102(a), as Blue Robotics, Inc. is identified as the only vendor capable of fulfilling the Government’s specific technical requirements, particularly the need for an open-source operating system that permits flexible, aftermarket integration of survey equipment critical for ongoing USGS research. Other commercial USV platforms use proprietary software that restricts device compatibility and limits the ability to modify mission parameters or incorporate new sensors, which would hinder research adaptability and data integrity. Market research including online searches, GSA Advantage reviews, and consultations with academic and government users confirmed no alternative vendors meet these exact criteria. The sole source justification cites the necessity for customization, interoperability with existing survey tools, and the inability of competing platforms to support the dynamic research demands of the Unit. R--EROS Mail Room, Copy Center, & Warehouse LogisticsThe U.S. Geological Survey, under the Department of the Interior, is soliciting commercial services for mail room, copy center, and warehouse logistics operations at the Earth Resources Observation and Science Center in Sioux Falls, South Dakota, through a combined synopsis/solicitation issued as a Request for Quotation (RFQ) with solicitation number 140G0126Q0153. This acquisition is exclusively set aside for Women-Owned Small Businesses under NAICS code 561210 and follows simplified procedures under the Revolutionary FAR Overhaul, requiring offers to be submitted as firm-fixed-price quotations in two volumes: a technical proposal and a price proposal. The base performance period begins September 1, 2026, and extends through August 31, 2027, with four optional one-year extensions through August 31, 2031. The work encompasses all personnel, equipment, materials, and supervision necessary to handle inbound and outbound mail, document reproduction and shredding, warehouse receiving and shipping, and logistics coordination using government-provided systems, all in compliance with USGS Survey Manual 434.1 and federal safety regulations. Quotations must be submitted electronically by July 24, 2026, to the Contracting Officer, and vendors must be registered in SAM.gov to be eligible for award. Offerors must strictly adhere to formatting requirements including a 50-page limit for the technical volume, Times New Roman 12-point font, single spacing, and one-inch margins, and must not include pricing in the technical submission. Evaluation will be conducted using a trade-off approach where technical factors—technical approach, key personnel qualifications, past performance, and quality surveillance/control plan—are significantly more important than price. Any offeror receiving an unsatisfactory or marginal rating on any technical factor will be automatically eliminated from consideration, and price will only be evaluated if technical requirements are met. Price reasonableness will be assessed based on burdened labor rates for all service areas, and any allowance for contingency under clause 52.222-43 must be explicitly warranted. Contractors must comply with extensive administrative, security, and labor requirements, including FISMA and NIST security standards, mandatory DOI access credentials and PIV cards for personnel, IT security training, and adherence to the Service Contract Act. All contractors must maintain current SAM representations, including WOSB status certification, and carry liability insurance as stipulated in FAR 52
