AI Contract Overview
The U.S. Geological Survey plans to award a sole source contract to Procstep Inc. d/b/a WaterSuite for continued post-development support and maintenance of the Digital Shoreline Analysis System, a specialized software platform used for coastal analysis. Due to the proprietary architecture and deep technical expertise required to manage DSAS Version 6 and its integrated Java-based and third-party components, only the original developer is capable of ensuring security fixes, vulnerability remediation, and compliance with Department of the Interior IT requirements for government system authorization. The services are classified as commercial under FAR 2.101 and will be acquired under streamlined Part 12 procedures as authorized by the Revolutionary FAR Overhaul, reflecting the unique and non-competitive nature of the support needed to sustain uninterrupted operation for both internal USGS users and the global DSAS user community. The contract has a one-year base period with four optional one-year extension periods, and performance will be centered at the Woods Hole Coastal and Marine Science Center, though the point of contact is located in Reston, Virginia. The North American Industry Classification System code is 541512 for Computer Systems Design Services with a size standard of $34 million. The anticipated award date is July 31, 2026, and while this is not a competitive solicitation, interested parties may submit capability statements demonstrating direct experience with DSAS Version 6, proficiency in diagnosing and mitigating software vulnerabilities, and the ability to deliver secure, compliant updates. Submissions must be emailed to mindie_dixon@ios.doi.gov by the deadline of July 31, 2026, at 8:00 p.m. Eastern Time.
