The HQ AMC Contracting Flight plans to extend contracts with The Federal Software Group (FSG) and Computer Sciences Corporation (CSC) for the Global Decision Support System (GDSS) modernization and sustainment. This extension covers software development and maintenance activities, including version updates and patches, Level III technical support, and government acceptance testing. The GDSS system plays a critical role in command and control by facilitating the creation and distribution of airlift and tanker mission plans across all Mobility Air Force users. The modernization effort combines capabilities from GDSS, the Integration Management Tool (IMT) developed by FSG, and the Command and Control Integrated Processing System (C2IPS) developed by CSC into one integrated global Mobility Air Force command and control system. The contract extension spans two years structured in three periods: an initial six months from March 1, 2008, to August 31, 2008; a one-year period from September 1, 2008, through August 31, 2009; and a final six-month transition period ending February 28, 2010, intended to allow a new contractor to build upon the existing GDSS code base. This is a sole source acquisition under the authority that no other source can meet the agency’s needs without risking unacceptable delays to Air Force and Department of Defense mission requirements. No solicitation will be issued for these extensions; however, competitive acquisition planning is underway with an expected contract award by September 1, 2009, to coincide with the transition phase. The NAICS code for this contract is 541511, and key points of contact include contract specialists based at Scott Air Force Base, Illinois.

THE HQ AMC Contracting Flight intends to extend the Global Decision Support System (GDSS) contracts with The Federal Software Group (FSG), 2025 Craigshire Ct., St. Louis MO 63146 and Computer Sciences Corporation (CSC), 5501 Backlick Road, Suite 300, Springfield, VA to provide continued application upgrade/modernization and sustainment support including the following: software development/maintenance (version releases/patches), Level III technical support, and government acceptance testing support. This extension will bring the program to a minimally acceptable level of completion and fielding and provide the time necessary to develop, solicit, and award a competitive procurement for continued GDSS modernization and sustainment. GDSS is the primary command and control (C2) system used to create and disseminate airlift and tanker mission plans to all Mobility Air Force (MAF) users. Modernized GDSS is designed to combine Global Decision Support System (GDSS) capabilities and the Integration Management Tool (IMT) (legacy force-level system developed by FSG) and Command and Control Integrated Processing System (C2IPS) capabilities (wing-level system developed by CSC) into a single global integrated Mobility Air Force Command and Control system. The resultant contract extensions will be labor hour for an additional two (2) years. The first period of performance will be for six months, 1 Mar 08 through 31 Aug 08. The second period of performance will be for 1 year, 1 Sep 08 through 31 Aug 09. The third period of performance will be for six months, 1 Sep 09 through 28 Feb 10, and is to focus on providing a transition period for a new contractor to build upon the existing GDSS code line. The North American Industry Classification System (NAICS) Code is 541511. These requirements are sole source pursuant to the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2)(iii), (award to any other source would result in unacceptable delays in fulfilling AF and DoD requirements). A solicitation will not be released for these contract extensions. The competitive acquisition effort is in the early pre-acquisition planning phase with a projected award by the end of the 18 month point (1 Sep 09) to start the 6 month transition period. Verbal questions/requests will not be acted upon. See Numbered Note 22.

AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) - Amendment 04
Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance. Additionally, the contractor is responsible for providing documentation to support the Assessment and Authorization process to achieve an Interim Authority to Test and must ensure full traceability of hardware and software components in compliance with the Trade Agreements Act.

Airlift Efficiency Commercial Solutions Opening (CSO)
Solicitation # FA4452-25-S-C001
The Airlift Efficiency Commercial Solutions Opening (CSO), solicitation FA4452-25-S-C001, is a competitive, unrestricted effort hosted by the 763rd Enterprise Sourcing Squadron for the Air Force Operational Energy Office. The program seeks innovative commercial technologies and services to improve airlift efficiencies for military and commercial transport aircraft. Awards will be made as Firm-Fixed Price contracts or Other Transaction Agreements, with evaluations weighted equally across technical merit, importance to the agency, and price. The first Area of Interest (AOI) focuses on a dual-use propulsion system engine with 35,000 to 50,000 lbs of thrust, intended for the C-17 Globemaster and Blended Wing Body (BWB) platforms. Key requirements include compliance with current and future emissions standards, entry into service by 2030, and a scalable production plan capable of delivering up to 80 engines per month by 2037. The government strongly encourages cost-share arrangements or unconventional project financing to mitigate development risks. Solution briefs for this AOI are due by March 13, 2025, and must be submitted as unclassified documents.
