The Government plans to issue a sole source purchase order to Prograte Inc. for hardware and software support specifically related to the Freeway 1100s system. This procurement aims to maintain critical maintenance support that directly supports the mission of USSTRATCOM. The 55th Contracting Squadron is proceeding with a non-competitive award under Subpart 6.302-1 (a)(2)(ii), acknowledging that Prograte Inc. is the only responsible source able to fulfill the agency’s requirements due to their proprietary ownership of the engineering drawings essential for ongoing hardware and software support. The purchase order issuance is prioritized to ensure timely maintenance, thereby meeting essential mission needs. This contract involves services under NAICS code 541511 and is managed by the Department of Defense’s 55th Contracting Squadron located at Offutt Air Force Base, Nebraska. Interested parties with questions are directed to contact Pamela J. Mallory, Contract Administrator, via email or facsimile. The decision not to compete the procurement is based on the uniqueness of Prograte Inc.’s role as the developer and rights holder of technical documentation critical for support and development activities related to the Freeway 1100s, making no alternative sources suitable to meet the agency’s requirements.

Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for Hardware and Software Support for Freeway 1100s to Prograte Inc., 12225 World Trade Drive, San Diego, CA 92128. The Maintenance Support needs to be maintained in order for it to keep supporting USSTRATCOMS' mission. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because Prograte Inc. is the developer of engineering drawings to do follow-on hardware support and software development to support the Freeway 1100s and own the proprietary rights to the drawings needed for support of the Freeway 1100. The procurement of this maintenance for the hardware and software support must be completed in a timely manner in order to meet mission requirements. Questions should be directed to Pamela J. Mallory in writing via email: contact@example.gov or by facsimile: +1 (555) 000-0000.
