The Bureau of Reclamation’s Great Plains Regional Office intends to award a sole source contract to HEAT Software, Inc. for licensing, maintenance, and professional services related to HEAT software utilized across all Bureau of Reclamation offices in 17 western states, including Washington, California, Colorado, Texas, and others. This sole source procurement is justified by HEAT Software’s proprietary ownership and exclusive rights to the software, which the Bureau asserts is the only viable provider capable of meeting its needs. The contract will have a 12-month base period with two additional 12-month option periods, starting services around February 2, 2017, following an anticipated award date of January 27, 2017. Vendors with interest or questions about this sole source requirement were invited to submit a written Letter of Interest by October 19, 2016, to allow the government adequate time to consider potential alternative providers. Responses were required to include specific business identifiers and classification under NAICS code 541511, with a small business size standard of $27.5 million. The government retains sole discretion over whether to allow competition based on responses received. Contract awardees must be registered in the System for Award Management, and all invoices related to this contract are to be submitted through the Department of Treasury’s Internet Payment Platform. The solicitation was posted by the Department of the Interior’s Denver Federal Center office, which is overseeing the procurement process.
