AI Contract Overview

The Department of Energy’s National Energy Technology Laboratory plans to award a sole source service contract to Carnegie Mellon University to update and enhance the Integrated Environmental Control Model (IECM). This model, originally developed by CMU starting in 1984, has been collaboratively maintained and improved by both NETL and CMU over the years. The contract will involve adding new advanced energy technologies, integrating the model into a virtual engineering framework, publishing documentation, and conducting outreach and technology transfer activities. The IECM provides quick and accurate evaluations of cost and environmental performance for advanced energy technologies such as carbon capture and storage, making it a valuable tool used by industry, academia, and governments. Due to CMU’s exclusive ownership of the IECM source code and their extensive history of collaboration with NETL, awarding the contract to another entity would lead to significant duplication of efforts and waste of federal resources. The model is publicly available and fully documented, but reproducing or enhancing it without CMU's involvement is not feasible or cost-effective. This contract opportunity is a presolicitation notice communicating NETL’s intent to proceed with a sole source award to CMU, in accordance with federal regulations allowing for noncompetitive contracting when only one responsible source exists.

Full Description

The Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) intends to issue a service contract on a sole source basis to Carnegie Mellon University (CMU) in accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1 which cites that only one responsible source and no other supplies or services will satisfy agency requirements. CMU will provide professional services to update the computer program entitled, “Integrated Environmental Control Model? (IECM); including the addition of new advanced energy technologies, implementation in a virtual engineering framework publication of model documentation, and associated outreach and technology transfer activities. NETL and CMU have collaborated on the development of the IECM over multiple years. The objective of' the current work is to expand the capabilities of the Integrated Environmental Control Model (IECM) to allow for quick, accurate cost and environmental performance studies of' advanced energy technologies, including carbon capture and storage and virtual engineering applications. The IECM model was developed by Carnegie Mellon University (CMU), beginning in 1984 with a feasibility study. Since that time, NETL analysts and CMU researchers have worked closely to keep the model up-to-date and to use it to perform analyses that evaluate the costs and performance of' environmental control technologies. The model is publicly-available, fully documented, and easy-to-use. As such, it is employed by industry as well as academia and governments. The IECM source code is the sole property of Carnegie Mellon University. Awarding this contract to an organization other than CMU would result in significant federal resources being used to reproduce work that has already been funded privately, and has already been completed. The substantial duplication of effort and cost to the Government is not expected to be recovered through competition. Moreover, please note that this is NOT a Request for Proposals (RFP) but rather a notice of NETL’s intent to issue a sole source contract to CMU.
