The Department of Health and Human Services' Program Support Center Acquisitions Branch intends to award a sole source contract to NMS Imaging, Inc. for software support and maintenance related to the Financial Management Service’s Accounts Payable System. The contract includes support for several key software components, including Invs lic-Process/Email Opt Pack, WebXtender (10 users), EFLOW Professional License (26 users), EFLOW Server Level B, Active Listener (20 users), and a Kodak 3520D scanner. The eFlow system, which is central to the Accounts Payable process, is a proprietary commercial off-the-shelf application developed and owned by NMS Imaging, with additional integrated software products maintained by the company since initial acquisition. NMS Imaging's proprietary knowledge and experience with eFlow uniquely position them as the sole provider capable of providing these specific maintenance services. The Government intends to award the contract under sole source authority in accordance with FAR 13.106-1(b)(1) but is inviting capability statements from any interested parties within 10 days to determine whether a competitive procurement should be conducted. Responses will be reviewed solely for this purpose, and the decision to forego competition rests entirely with the Government. For more information, contacts are provided for Shaundra Duggans at the Parklawn Building in Rockville, MD.
