This contract action was accomplished using other than competitive procedures because there is only one responsible source due to patent or data rights requirements, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. ERDC Contracting Office intends to award on a sole source basis under the authority of FAR 6.302-1 to Janes Information Group Inc, 110 North Royal St Ste 200, Alexandria VA 22314-3274. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Janes Information Group Inc is the only known source that offers Janes Journals Data Base online and is capable of meeting the Governments requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on March 13, 2010. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
