Solicitation # HC101926R0005
The Defense Information Systems Agency - Pacific is soliciting a single firm-fixed price contract to develop a Virtual Reality (VR) training system for a gas turbine generator (Model 450-480VAC Navy Specification) at the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility in Hawaii. The period of performance consists of a one-year base period followed by two one-year options, with additional requirements for annual software and hardware maintenance. The project will be developed at the contractor's facility, though 3D scanning may be required at the government facility. Technical requirements include adherence to Agile and DevSecOps methodologies, Section 508 accessibility standards, and protections for Controlled Unclassified Information. Award will be based on a lowest price technically acceptable process, evaluating the total price across the base and option periods. The U.S. Geological Survey intends to award a sole-source purchase order to Apex Resource Management Solutions Ltd. of Ottawa, Canada, for the continued development, maintenance, and enhancement of the SyncroSim and ST Sim modeling platforms to support the LUCAS initiative focused on land use, carbon, and wildfire modeling. This action is justified on the grounds that Apex is the exclusive provider with authorization to modify the proprietary code underlying these platforms, making it the only capable source for this service under the Revolutionary FAR Overhaul Part 12, which governs commercial product and service acquisitions. The contract falls under NAICS code 541511 for custom computer programming services with a $34 million size standard and PSC DA01 for IT and telecom business application development support. Responses must be submitted electronically via email to elizabeth_adam@ios.doi.gov no later than July 31, 2026, at 10:00 a.m. ET; hardcopy or portal submissions will not be accepted. While this is a notice of intent and not a formal solicitation, responsible parties may submit quotations, though the government retains sole discretion to determine whether competition is warranted. The point of contact for inquiries is Elizabeth Adam of the Department of the Interior, based in Sacramento, California.
