The contract involves a sole source solicitation to DRPA, Inc. for the configuration and deployment of their Map-based Adaptive Planning Course of Action Analysis Tool (MAPCAT) software system. Under this contract, DRPA will adapt the existing MAPCAT system to operate on the SIPRNet for operational assessment while also establishing a lab environment for technical and functional evaluation. This effort requires loading the necessary authoritative data for the system to function as designed, followed by delivery of the software and related systems to the U.S. Army Engineer Research and Development Center (ERDC) for evaluation. The government has determined DRPA as the only qualified source due to their role as the original developer, and the acquisition will be conducted under FAR Part 6 covering non-commercial services. The government invites other organizations to submit written capabilities and qualifications by a specified deadline to determine if there is justification for full and open competition; however, the decision to proceed with a sole source award remains at the government’s discretion. No requests for proposals will follow this notice, and only written responses are being considered. The contract’s focus is specifically on software configuration, system integration, and provision of deliverables critical to the ERDC’s operational and technical assessments. This work falls under NAICS code 541511, which pertains to Custom Computer Programming Services.

In order to do that, they will have to load the required authoritative data that this system is designed to work with, and then deliver the software code and system to ERDC for technical and functional evaluation and operational assessment. Only one responsible source and no other supplies or services will satisfy agency requirements. DRPA, Inc. is uniquely qualified to provide this service based on being the developer. The Government intends to acquire non-commercial services using FAR Part 6. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. CST on 22 January 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to contact@example.gov.
