The U.S. Department of Energy's Office of Environmental Management intends to issue a sole source Purchase Order to ASI Government, Inc. for its Virtual Acquisition Office (VAO) subscription service, which will support 40 users at DOE Headquarters and field sites. This service provides specialized federal acquisition-related online subscriptions, research tools, and advisory services critical to meeting the mission requirements of the Environmental Management office. The procurement will fall under the NAICS code 611710 for Educational Support Services, with a size standard of $15 million, and the contract period will extend from the award date through December 17, 2016. This notice serves as an official announcement of the government's intent to award without competition, relying on Federal Acquisition Regulation provisions that allow for sole source awards when only one source is reasonably available for purchases below the simplified acquisition threshold. Although this is not a solicitation or request for quotes, responsible sources are invited to submit written responses by a specified deadline. These submissions will be reviewed solely to determine whether to proceed with awarding the contract on a sole source basis or to consider a competitive procurement, a decision that remains at the discretion of the government.
