In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE) National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis for SNL Energy Digital Subscription Renewal with SNL Financial, for the period of October 1, 2015 to September 30, 2016. The SNL Energy Digital Subscription provides industry intelligence for the power, gas, coal and renewable energy markets and integrates news, data, analysis and research in real time for the energy industry and access to financial and energy news, regulatory analysis, database services, and written reports. SNL Energy provides daily electronic newsletters, real -time news/alerts, news archive, company profiles, documents, events calendar, industry/market data, research reports, standardized and as reported sector-specific financials, transcripts, presentations, mergers and acquisitions, capital offerings, institutional ownership, peer comparison, credit ratings, analyst estimates, asset-level and regulatory data, Excel integration tools, and mapping/demographics for U.S./Canadian energy and financial companies. This is considered a sole source to SNL Financial because, to the best of the NETL?s knowledge based on market research conducted, SNL Financial is the only known source tha t provides access to the SNL Energy Digital Subscription. No known potential alternate sources exist in the United States which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1700 hours ET on September 23, 2015. Responses must be submitted in writing to contact@example.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
