The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Contracting Office plans to award a sole source contract to Seahorse Coastal Consulting, LLC to upgrade the ADCIRC code by integrating XDMF software. The procurement will be conducted as a commercial items acquisition under simplified procedures authorized by FAR 13.106-1(b)(1)(i), without issuing a formal solicitation or request for proposal (RFP). While the government intends to proceed with a sole source award, it invites interested parties to submit written capabilities and qualifications by a specified deadline; however, the final decision to forego full and open competition rests solely with the government.
