DeBakey VA Medical Center in Houston, Texas. The contract involves providing Primary Rate Interface (PRI) services and analog local lines to connect various VA facilities through existing PBX telephone switches. The solicitation is a sole source procurement intended to be awarded to Bell South Telecommunications for a firm-fixed-price purchase order covering a 12-month period, with performance expected to begin between the fourth quarter of fiscal year 2014 and the first quarter of fiscal year 2015. The contract includes multiple PRIs and analog lines across numerous locations, including Houston, Galveston, Beaumont, and others, with detailed quantities specified for each site. The government has confirmed that the specific requirements cannot be met by any other source without substantial duplication of cost, justifying the sole source approach under FAR regulations. The estimated value of the contract is $575,000. Potential vendors were invited to submit capability statements demonstrating their ability to meet the requirement, including financial resources, technical skills, and past performance. Submissions were limited to three pages and required detailed company information, including size status and contact details. The VA staff will monitor contractor performance and ensure protection of sensitive information, with a 24/7 service requirement and response times of two to four hours.
