Notice of Intent: Department of Veterans Affairs, VA Tennessee Valley Healthcare System (VISN 9), Louisville KY intends to award a sole source procurement under FAR 6.302-1, Only One Responsible Source with EBSCO (naics code 511120), 10 Estes St. Ipswich MA 01938-2106 for the following service: Online Electronic Subscriptions. EBSCO, EBSCO Publishing, the world's premier database aggregator, is a leader in providing Point-of-Care Resources to hospitals and medical institutions worldwide. These resources provide doctors, clinicians, nurses and other health care professionals with the best available evidence-based clinical reference tools for their information needs. Integrated health care content solutions from EBSCO Publishing include DynaMed, Nursing Reference Center, Rehabilitation Reference Center, Patient Education Reference Center and GIDEON. In addition to its substantial collection of point-of-care resources, EBSCO Publishing offers a suite of more than 350 full-text and secondary research databases and more than 300,000 eBooks. Through a library of tens of thousands of full-text journals, magazines, books, monographs, reports and various other publication types from renowned publishers, EBSCO serves the content needs of all medical professionals (doctors, nurses, medical librarians, social workers, hospital administrators, etc.), students and researchers. The company's product lines include proprietary databases such as CINAHL, DynaMed, Nursing Reference Center, Patient Education Reference Center, Rehabilitation Reference Center, SocINDEX and SPORTDiscus, as well as dozens of leading licensed databases such as MEDLINE, PsycARTICLES and PsycINFO. Databases are powered by EBSCO host, the company's proprietary platform and hosting service, which is searched more than sixty million times each day. The government has determined that only one manufacturer can satisfy the agency's requirement and intends to negotiate with only one source. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any vendor that determines it can meet the government's requirements may give written notice through email to Contract Specialist, Martin Frazier, contact@example.gov, by June 20, 2012, 2:00PM EST. supporting evidence must be furnished in sufficient detail to demonstrate ability to provide the above requirements at no cost or obligation to the government. All responses received will be evaluated by the government; however the information received will be considered solely for the purpose of determining whether to conduct a competitive procurement solely at the discretion of the government. If no responses are received the VA Louisville Healthcare System will precede to sole source this requirement to EBSCO.
