The U.S. Geological Survey plans to negotiate a non-competitive Indefinite Delivery/Indefinite Quantity contract with Sitka Technology Group for the design, development, and testing of software supporting the Pacific Northwest Aquatic Monitoring Program (PNAMP). Sitka is the current developer and host of the program's web tools, and switching to another provider would disrupt continuity and require significant time to onboard. While the award is intended for Sitka, other interested parties with the capability to meet the requirements and demonstrate understanding of PNAMP may submit statements of interest by August 6, 2014. The contract will follow acquisition procedures outlined in FAR Part 12 and Part 13, related to commercial item procurement and simplified acquisition, respectively. The solicitation, number G14PS00446, was to be made available around August 8, 2014, through Government-wide Point of Entry (GPE). This procurement aligns with guidelines in FAC 2005-76 dated July 25, 2014, ensuring compliance with current federal acquisition policy. The contract falls under NAICS code 541511, which covers custom computer programming services, and is managed by the Office of Acquisition Grants within the Department of the Interior based in Reston, Virginia. The government has provided contact information for inquiries and emphasized maintaining continuity in software delivery for the PNAMP initiative as a critical factor in the contracting decision.

Full Description

The U.S. Geological Survey intends to negotiate on a non-competitive basis with Sitka Technology Group for an Indefinite Delivery/Indefinite Quantity contract for the design, development, and test of software in support of the Pacific Northwest Aquatic Monitoring Program (PNAMP). Sitka developed the web tools and currently hosts the tools on its servers. Award to any other source would require bringing that contractor up to speed and cause a loss of continuity in the program. Other interested concerns having the ability to furnish this or compatible equipment may submit a statement no later than August 6, 2014 providing documentation that demonstrates understanding of PNAMP and the capability to meet the Governments requirements. The Government intends to award this in accordance with the procedures of FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. As required by FAR 5.101(a)(1), the forthcoming solicitation, G14PS00446, will be made available through the GPE on or about August 8, 2014 whether or not competitive opportunities have been identified. For further information, please contact Ted Peck by e-mail at contact@example.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-76 dated July 25, 2014.

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
