The Washington, D.C. Department of Veterans Affairs Medical Center (DC VAMC) plans to negotiate a sole source maintenance contract with Corbett Technical Solutions, Inc. for the Rauland Responder 5 system under FAR 6.302-1, which allows for a non-competitive procurement when only one responsible source exists. The contract will cover scheduled and unscheduled maintenance, technical phone support, software enhancements, and parts exchange for the existing Rauland Responder System 5. This service includes 24-hour live technical support to minimize downtime and ensure high-quality patient care, addressing any equipment malfunctions promptly. The contractor is required to provide parts and labor since in-house servicing is not possible, and maintaining communication system capacity is critical to avoid unacceptable delays in hospital response times. This notice is intended as an announcement of the intent to award and is not a request for competitive proposals or a solicitation for offers. Only Corbett Technical Solutions, Inc., as the original equipment manufacturer and authorized maintenance provider, is authorized to install certified original parts and provide service. Responses to this notice, which must be submitted by June 28, 2011, should demonstrate why competition would be advantageous to the government, although the decision to compete remains at the government’s discretion. No telephone inquiries will be accepted, and written responses should be sent to the designated Contracting Officer at the VA Medical Center’s Contract Satellite Office in Washington, DC.

Full Description

Under the authority of the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), the Washington, D.C. Department of Veterans Affairs medical Center (DC VAMC) intends to negotiate on a sole source basis with Corbett Technical Solutions, Inc. for Rauland Responder 5 system. A maintenance contract is needed for the current Rauland Responder System 5 to provide scheduled and unscheduled maintenance, and technical telephone support software enhancement, and parts exchange. A service center providing 24 hour technical support for hospital staff to contact is needed to ensure minimal downtime and quality patient care. Live phone support is also needed to assist user and biomedical staff through issues that can assist through equipment malfunctions. The service contractor will provide parts and labor for equipment malfunctions, preventive maintenance, software enhancement, live phone support, and parts exchanges as needed. This piece of equipment cannot be serviced in house. A reduction in the hospital communication system compacity would place hospital service response time to an unacceptable level. The proposed contractor is the only original equipment manufacturer and maintenance provider that is authorized to install certified original manufacturer parts for the Da Vinci Surgical Robot. This is a notice of intent and is not for competitive proposals. It is not a solicitation of a request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Responses must be received no later than June 28, 2011 @ 2:00 PM. Local time. No telephone inquiries will be accepted. The mailing address for the Contracting Officer is Veterans Affairs Medical Center, VISN 5 Contract Satellite Office (90C), 50 Irving Street NW, Room BH-135, Washington, DC 20422, Attn: Robert Perry.

Solicitation # 36C24527Q0041
The Department of Veterans Affairs is soliciting proposals for a firm-fixed-price contract to provide 24/7 on-call snow and ice management services at the Beckley VA Medical Center in West Virginia.
