NASA Langley Research Center intends to renew licenses for LS-DYNA software, a commercial item developed and marketed by Livermore Software Technology Corporation. This software is identified as the only solution providing the necessary tools for developing impact landing loads and maintaining compatibility with previous NASA analyses. Due to the specialized nature of the product, the government determined that seeking an alternative source would result in a substantial and unrecoverable duplication of time and resources. The procurement is being conducted under FAR Part 12, with solicitation number NNL10339527Q and NAICS code 541511. While the government intended to purchase directly from the developer, interested organizations were given the opportunity to submit capabilities and qualifications by June 17, 2010, to determine if the procurement should be conducted on a competitive basis. Final discretion regarding the competition process remained with the government.
