The Department of the Treasury’s Bureau of the Public Debt, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source contract with Executive Information Systems LLC for the renewal of SAS Statistical Software maintenance. This contract will cover a base period of one year with four additional option years. The TTB utilizes SAS software, originally purchased in 2004 through Executive Information Systems as part of a partnership with SAS Corporation, to support its Risk Management Office. The renewal is necessary to maintain current software licenses and ensure continued functionality and compliance for TTB's mission, which focuses on collecting excise taxes and enforcing regulations related to alcohol and tobacco products. No other sources have access to the required software license, thus justifying the sole-source procurement approach. Although there is no solicitation document available, the Bureau of the Public Debt is accepting affirmative responses within seven days of the notice publication from entities that can provide the required maintenance support on terms more advantageous than the incumbent. If no such response is received, the Bureau plans to proceed with sole-source negotiations. Interested parties are to submit electronic responses by the specified deadline to the designated contacts, Mindy Wargowsky and Jane Oney, using the provided email address and contact information.
