The United States Patent and Trademark Office (USPTO) intends to renew the annual maintenance contract for LeoStream software products at an estimated cost of approximately $145,000. LeoStream is an application server with agents designed for full-featured management of VMWare environments, offering advanced capabilities such as automated failover and scalability to manage up to 25,000 virtual machines across a Wide Area Network. The software currently supports the USPTO Enterprise Remote Access solution and has been successfully implemented in both lab and production settings. This renewal represents the second phase of a three-year implementation plan outlined in the Patent Hoteling Program Business Execution Plan from 2005. No changes to the software design or product lines are included in this procurement; it solely covers additional licenses and ongoing maintenance for previously acquired products under an initial contract executed in 2006. The USPTO designates this as a brand-name acquisition due to the unique fit of LeoStream in meeting congressional mandates, noting that switching to a different software brand on a more accelerated timeline would jeopardize compliance. The acquisition will be conducted under Simplified Acquisition procedures outlined in Part 13 of the Federal Acquisition Regulation and in accordance with Patent and Trademark Acquisition Guidelines, utilizing existing Blanket Purchase Agreements for IT products. For inquiries, Connie Lum, the designated contract specialist, is available as the point of contact.

Full Description

The United States Patent and Trademark Office (USPTO) plans to renew the annual maintenance of LeoStream software products for approximately $145,000. Leostream is an application server with agents that enables full-featured management of VMWare. Advanced features include automated fail over and scalability to manage up to 25,000 VMs across a Wide Area Network. Leostream has already been deployed successfully in a variety of projects in our information technology lab and production environments to support workstations for the approved USPTO Enterprise Remote Access (Telework) solution. This procurement is for the second phase of a three year implementation plan that was defined in the Patent Hoteling Program Business Execution Plan of August 3, 2005. There has been no change in the design and no new products are being purchased. This procurement is solely for additional licenses and maintenance support of the products that were put into use after the initial procurement that was executed with the BNJ dated May 24, 2006. Any attempt to replace Leostream with a different brand on a schedule more aggressive than the one currently in place, will cause USPTO not to meet Congressional mandates. This announcement is considered a ?brand name? justification. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures and the Patent and Trademark Acquisition Guidelines (PTAG). The acquisition will be conducted utilizing existing Blanket Purchase Agreements for Information Technology products within the U.S. Patent and Trademark Office. If you have questions regarding this notice, they may be addressed by email to Connie Lum at contact@example.gov.

Solicitation # 140-0176
The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI) under NAICS 541820 for public relations services to develop and execute a nationwide public awareness campaign. The primary objective of this effort is to educate the public on the dangers of counterfeit pharmaceuticals and medical devices that are falsely represented as legitimate products. The scope of work includes the creation of a comprehensive campaign strategy, production of videos and public service announcements, development of a microsite and social media campaign, and the writing of blogs and press releases. Additionally, the selected vendor will be responsible for identifying and pitching influencers, celebrities, and journalists to amplify the campaign's reach and collaborating with the Office of Public Affairs to establish success metrics. This RFI is strictly for market research and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. The government intends to use the gathered information to identify qualified small business contractors for a future solicitation. Interested vendors must submit a concise response not exceeding five pages, including a capability statement, primary contact information, and relevant project examples, in searchable PDF format. Questions are due by October 26, 2026, at 1pm ET, and final RFI responses must be submitted to the designated points of contact, Joy Pitts and Emanele Gawrelski, by November 6, 2026, at 10am ET. While SAM.gov registration is not required for the RFI stage, it will be mandatory for any vendor submitting a formal offer during the subsequent procurement phase.
