The U.S. Geological Survey’s Alaska Volcano Observatory (AVO) requires a near-real-time satellite image data service covering Alaska and the North Pacific to monitor volcanic activity, detect eruptions, and assess their impacts promptly. This critical service involves the provision of satellite data from NOAA AVHRR, NASA MODIS, Suomi NPP, and NOAA-20 VIIRS sensors in specific Terascan and HDF5 data formats. Since immediate data availability within minutes of satellite overpass is essential for effective volcano monitoring and these satellites only transmit data when passing over Alaska, the processing facility must be located within Alaska. The University of Alaska Fairbanks Geophysical Institute Network of Alaska (GINA) is uniquely positioned to receive, process, and deliver this data in near-real-time using specialized hardware, trained staff, and high-speed internet access. The contract will be awarded noncompetitively to GINA in accordance with federal acquisition regulations, with a firm-fixed price structure anticipated. Although data is available from NOAA and NASA archives, the need for immediacy requires the local Alaska reception and processing capabilities offered only by GINA. Interested parties with the capability to provide this service are invited to submit statements for consideration, but the primary award is intended for GINA. All potential offerors must be registered in the System for Award Management (SAM). Questions related to the procurement must be submitted in writing by a specified deadline. This procurement is classified under NAICS code 517919, covering satellite tracking stations and data communication services.

Full Description

The USGS Alaska Volcano Observatory (AVO) has the need for a service that provides a near-real-time feed of satellite image data covering Alaska and the North Pacific to monitor volcanic activity in Alaska, detect volcanic eruptions, and characterize the eruption to protect lives and property. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to University of Alaska, Fairbanks ¿ Geophysical Institute Network of Alaska (GINA). The U.S. Geological Survey, AVO requests award of a noncompetitive procurement to GINA to provide satellite image data from the NOAA AVHRR and NASA MODIS sensors in Terascan Level 1 B TDF format, and from the Suomi NPP (SNPP) and NOAA-20 VIIRS sensors in Level 1 SDR HDF5 formats. These data would be made available via FTP and HTTP data access protocols. Although these data can be obtained from data archive centers at NOAA and NASA several hours to days after collection by satellite, the dynamic nature of volcanic activity and the need for immediate information during an eruption necessitate near-real- time data to be available within minutes of satellite overpass. Data from the MODIS, AVHRR, and VIIRS sensors are only on satellites that orbit the poles, and thus data that cover Alaska, can only be received when the satellites are above the local horizon. This requires reception of the satellite data and processing at a facility located within Alaska. The Geographic Information Network of Alaska (GINA) at the University of Alaska Fairbanks is the only entity in Alaska that can receive the data from these sensors, process it, and make it available to the USGS Alaska Volcano Observatory in near-real-time. The reception and processing of this satellite data requires sophisticated and specialized hardware (multi-million dollar investment), robust computer processing capabilities, trained personnel, and access to high-speed internet transfer. The GINA can provide the data for use in USGS computer systems in the TeraScan TDF and SDR HDF5 formats that are currently in use. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. The Government anticipates award of a Firm-Fixed Price type contract. All firms must be registered in the System for Award Management (SAM) database at www.sam.gov. Please contact the Contracting Officer, in writing, by email at contact@example.gov, with any questions. NAICS: 517919 ¿Satellite tracking stations PSC: D399 ¿ Data Communication Services This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-99-1, effective 16 July 2018. Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
